 It is not Illegal to date as in kissing , handholding or going to the movies but depending on age of consent laws there could be an issue if sex is invovled.

 If dating includes sex then that depends on your local age of consent laws but it is typically not Illegal for a 19 year-old to have sexual intimacy with a 17 year-old.

They don't do the boombayah or kiss until she's 18 so dw.
