they become heroes. It was a cool thought.

Eri saw the little boy with the toy Iron Man helmet and immediately wanted her own.

Tony then said hello to Larry King, who was actually Stan Lee in disguise.

(0:10:10 - 0:10:12)

"Oh! It's Stan Lee again!" Kaminari said.

"Doesn't Stark recognize him?" La Brava asked.

"Nope." Trixter said.

"How? He kind of stands out." Jiro said.

"Don't question Stan's ways. He only gets recognized when he wants to." Trixter said.

Izuku noted the cameo. 'Appeared at the Stark Expo after the opening ceremony.'

Eventually, Tony and Happy managed to make it past all the fans and went outside, towards their car.

"That wasn't so bad." Happy said.

"No, it was perfect." Tony agreed.

Happy then showed Tony the car, saying it's the new model. Tony noticed the woman standing in front of the car, seemingly waiting for them.

"Hey, does she come with the car?" Tony asked.

"I certainly hope so." Happy answered.

Tony then greeted the woman, who revealed that her name is Marshal. As Tony and Happy got in the car, Tony asked Marshal what she was doing here. Marshal stated that she was looking for Tony, who responded by simply saying that she found him.

"What are you up to later?" Tony asked.

"Serving subpoenas." Marshal said as she attempted to hand Tony a subpoena.

"Yikes." Tony said.

Happy took the subpoena, explaining that Tony doesn't like to be handed things. Tony confirmed this, saying that it's a peeve of his.

"You are hereby ordered to appear before the Senate Armed Services Committee tomorrow morning at 9:00 a.m." Marshal said.

"I wonder what that's about." Ojiro said.

"Probably has something to do with Stark's role as Iron Man. He is technically a vigilante, so the government might have some concerns." Aizawa said.

"Can I see a badge?" Tony asked.

"You wanna see the badge?" Marshal questioned.

"He likes the badge." Happy nodded.

Marshal then showed her badge, proving that she was indeed a U.S. Marshal. "You still like it?" She asked smugly.

"Yep." Tony said as he started the car. "How far are we from D.C.?" He asked Happy.

"D.C.? 250 miles." Happy said.

Tony immediately began driving.

"He's really going to drive all the way there?" Inko asked.

"I wouldn't put it past him." Tsu said.

Now in D.C., Tony was attending the Senate hearing.

"Mr. Stark, could we pick up now where we left off?" Senator Stern asked.

Tony was ignoring the senator and was instead talking to Pepper behind him, who was trying to get him to pay attention.

Stern began banging his gavel. "Mr. Stark. Please."

"Yes, dear?" Tony said, getting a laugh out of a few people in the courtroom.

"Can I have your attention?" Stern asked, unamused.

"Absolutely." Tony smiled.

Most of the audience disliked Stark's behavior here. Although some of the villains and students found it a little amusing.

"He really has no respect for authority." Nighteye shook his head.

"I suppose this behavior should be expected at this point." Recovery Girl sighed.

"Do you or do you not possess a specialized weapon?" Stern asked.

"I do not." Tony answered.

Stern questioned this.

"Well, it depends on how you define the word 'weapon.'" Tony added.

"The Iron Man weapon." Stern clarified.

"My device does not fit that description." Tony claimed.

"What? That suit is very clearly a weapon." Spinner said.

"Nah. It just has guns and rockets and... lasers... Okay, maybe you've got a point." Twice conceded.

"I disagree. The suit was not made to be a weapon. It's armor. It's purpose is to defend, not attack." Mei said.

"Regardless of what it was made for, the suit is still technically a weapon." Kurogiri said.

"So it's function vs. intention." Nezu said. "Anything can be used as a weapon, but only items designed to be weapons are called such. The Iron Man suit can function as a weapon, but Stark's intention was to make something that could protect, not harm. So is the Iron Man suit really a weapon? It's a rather weak argument, but one worth pondering."

"Whatever. No matter how you look at it, the suit is a weapon." Shigaraki said.

"Well... How would you describe it?" Stern asked.

"I would describe it by defining it as what it is, Senator." Tony said.

Stern was still waiting for an actual answer.

"It's a high-tech prosthesis." Tony answered, getting a few more chuckles out of the people in the room. "That is- That's actually the most apt description I can make of it."

"He's really pushing it." Dabi said.

"Actually, calling it a high-tech prosthesis isn't entirely wrong. It does enhance his physical abilities, even allowing him to fly." Melissa said.

"In some ways, my Excavation Suit can also be viewed as a prosthesis. It's useful for combat, but it mostly just helps me maneuver underground." Power Loader said.

"Stark is also technically disabled since he needs the arc reactor to survive, making his argument a bit more compelling." Izuku said.

"It's a weapon. It's a weapon, Mr. Stark." Stern said, still not amused in the slightest.

"Please, if your priority was actually the well-being of the American citizen-" Tony tried to argue.

"My priority is to get the Iron Man weapon turned over to the people of the United States of America." Stern interrupted.

"Well, you can forget it." Tony said.

(0:11:36 - 0:11:47)

"So that's what this is about." Midnight said.

"The government wants Stark to give them the Iron Man suit. Understandable. The government wouldn't want just anyone running around in that suit." Nighteye said.

"As expected, we're beginning to see the government get involved in the world of superheroes. Much like when Quirks and vigilantes began appearing in our world, the government of this world is now trying to put a leash around everything and regain control." Nezu said. "And that starts by taking the Iron Man armor from Stark's possession."

"They can't do that! That suit is Stark's precious baby! They can't just steal it from him!" Mei said.

"They can and it wouldn't be stealing. Stark isn't authorized to be running around in that suit. The government and military are. They have the authority to take the suit." Aizawa said.

"The fact of the matter is that Stark is a vigilante. The government can't just allow him to continue his actions, regardless of how much good he's done." Thirteen said.

"But what happens when the government starts making an army of Iron Men?" Spinner asked. "That's precisely what Stark wants to avoid."

"Oui, Stark has proven that the suit is safer in his hands." Aoyama said.

"But Stark can't just ignore the government." Toru said.

"That's exactly what he's doing." Shoji said.

The audience wasn't sure who to side with. Stark had shown that the suit is best kept with him. But this wasn't some greedy business man or a group of terrorists asking for the armor. This was the government. So maybe giving them his armor is okay. (If only they knew Stern was working for HYDRA)

The villains knew for a fact that the government could not be trusted with Stark's armor. If they have to pick a side here, they side with Stark.

"I am Iron Man. The suit and I are one. To turn over the Iron Man suit would be to turn over myself, which is tantamount to indentured servitude or prostitution, depending on what state you're in. You can't have it." Tony said, causing a few more laughs in the background.

"As much as he's joking here, I think Stark does mean what he is saying." Todoroki said.

"Yeah. He genuinely views Iron Man as more than a suit of armor. It's his identity." All Might said.

"But it is just a suit of armor." Toga said.

"Not to Stark." Izuku said. "In comic books, heroes with secret identities sometimes view their alter egos as a completely separate person. But Stark has no secret identity. Iron Man and Tony Stark are one and the same. So to him, giving up Iron Man is like giving up who he is."

"Oh. I see what you mean." Toga said.

"Look, I'm no expert-" Stern began.

"In prostitution? Of course not. You're a senator. Come on." Tony joked.

Many in the room laughed while Pepper just shook her head at Tony.

A few in the audience chuckled.

"So immature." Aizawa sighed.

Stern continued. "I'm no expert in weapons. We have somebody here who is an expert on weapons. I'd now like to call Justin Hammer, our current primary weapons contractor."

Justin Hammer was shown taking his seat.

(0:12:07 - 0:12:17)

'Justin Hammer.' Izuku noted.

"I already hate him." Mina said.

"Huh? Why?" Tsu asked.

"Because he's another businessman selling weapons to the military!" Mina said.

"Ashido, you do know that providing your military with weapons to defend your country isn't a bad thing, right?" Tsu said.

"...Yeah, I guess you're right. Obadiah just left a bad impression." Mina said.

"There's also the fact that a military is often a symbol of war, so it makes sense that some of you might have a natural distaste for the military or anyone who funds them." Trixter said. "After all, your world basically no longer has a military now that Quirks are a thing. Now you all have heroes to defend you."

"Right. With the world at peace, having a powerful military became unnecessary." All Might said.

So I believe that the MHA world doesn't really have any serious military power. Since their world believes they are in a state of peace, I think they would have seen no need to bother with a military anymore since wars or the potential of war hasn't occurred in a long time. They probably just shifted their focus to heroes. If they do have a military, it's probably a relatively weak one.

"Let the record reflect that I observed Mr. Hammer entering the chamber, and I am wondering if and when any actual expert will also be in attendance." Tony said, indirectly insulting Hammer's intelligence.

Hammer simply laughed. "Absolutely. I'm no expert. I defer to you, Anthony. You're the wonder boy."

(0:12:17 - 0:12:36)

"Sounds like there's some bad blood between Hammer and Stark." All Might said.

"Yeah. Hammer has been trying to outshine Stark for years. To no avail." Trixter said.

"I imagine Stark also has a distaste for anyone who's business is centered around the production of weapons, given what he went through in the first film." Nezu said.

Hammer then stood in front of the court. "Senator, if I may. I may well not be an expert, but you know who was the expert? Your dad. Howard Stark. Really a father to us all, and to the military-industrial age. Let's just be clear. He was no flower child. He was a lion."

Tony was very clearly annoyed by the mention of his father.

A lot of the audience didn't like Hammer bringing up Stark's father. While he was saying nice things about them, it was so clearly insincere.

Todoroki glared at Hammer. He couldn't stand when people compared him to his father. And he could tell that Stark didn't like it either.

Kota meanwhile found it offensive that Hammer would use one of Iron Man's deceased parents as a counterargument.

"We all know why we're here. In the last six months, Anthony Stark has created a sword with untold possibilities. And yet he insists it's a shield." Hammer said.

(0:12:55 - 0:13:05)

"That's because it is a shield!" Mei said.

"Depending on how you look at it." Power Loader said.

"What kind of shield comes with a bunch of missiles and lasers?" Shigaraki asked.

"The best kind!" Mei said.

"You can't attack with a shield though." Kaminari said.

"Exactly. Only an idiot would try to go into battle with just a shield." Bakugo said.

Trixter chuckled.

Hammer continued. "He asks us to trust him as we cower behind it. I wish I were comforted, Anthony, I really do. I'd love to leave my door unlocked when I leave the house, but this ain't Canada. You know, we live in a world of grave threats, threats that Mr. Stark will not always be able to foresee. Thank you. God bless Iron Man. God bless America." He concluded as he made his way to his seat.

A few in the room clapped.

(0:13:05 - 0:13:30)

"Well, it was a weird way of putting it, but he makes a good point." Aizawa said.

"Stark believes he can protect everyone himself and that there is no need for him to share his technology with anyone else." Recovery Girl said.

"But there may be situations where Stark isn't able to help." Spinner said.

"We saw that firsthand in The Incredible Hulk. There were a few times when Iron Man would have been useful, but Stark was unavailable." Endeavor said.

"So in that case, having more than one Iron Man could be good." Iida said.

While the audience didn't really like Hammer, they couldn't deny that he may be right. The world might not be completely safe with just one Iron Man protecting it.

"That is well said, Mr. Hammer." Stern said. "The committee would now like to invite Lieutenant Colonel James Rhodes to the chamber."

"Rhodey?" Tony questioned, surprised to hear that his friend was apparently here.

(0:13:30 - 0:13:40)

"Rhodey's here?" Uraraka asked.

"Why would they bring in Rhodey? Do they seriously expect him to side against Stark? They're best friends." Sero said.

"Well, Rhodes was initially upset with Stark for no longer manufacturing weapons for the military. It's possible that he might prefer that Iron Man be used for military purposes." Momo said.

Rhodey entered the room and Tony greeted him.

Stern then asked Rhodey to read a specific selection of his report on Iron Man. Rhodey was naturally confused by this request.

"You're requesting that I read specific selections from my report, Senator?" Rhodey questioned.

"Yes, sir." Stern said.

"It was my understanding that I was going to be testifying in a much more comprehensive and detailed manner." Rhodey said.

"I understand. A lot of things have changed today. So if you could just read-" Stern said.

"You do understand that reading a single paragraph out of context does not reflect the summary of my final-" Rhodey tried to reason with Stern.

"Just read it, Colonel. I do. Thank you." Stern ordered.

"...Very well." Rhodey conceded.

(0:13:40 - 0:14:23)

"So he's only allowed to say what you want him to say?" Toga questioned.

"What a rigged system." Shigaraki said.

"Rhodes should be allowed to give the full report. People need to hear the whole thing, not just bits and pieces." Inko said.

Rhodey began reading the selection from his report.

"As he does not operate within any definable branch of government... Iron Man presents a potential threat to the security of both the nation and to her interests." Rhodey read.

(0:14:23 - 0:14:36)

"A reasonable conclusion." Nighteye said.

"That's why we have Hero Licenses. It ensures that only those with the right training are given the authority to be heroes." Mic said.

"The government needs to know that the safety of it's citizens is placed in the right hands." Aizawa said.

"As of now, they have no reason to think that the Iron Man suit is safe in Stark's hands." Nezu said.

"His irresponsible nature certainly wouldn't fill them with confidence." Midnight said.

"I did, however, go on to summarize that the benefits of Iron Man far outweigh the liabilities." Rhodey quickly tried to defend his friend.

"That's enough, Colonel." Stern tried to interrupt.

Rhodey continued. "And that it would be in our interest to fold Mr. Stark into the existing chain of command, Senator."

Tony then interjected. "I'm not a joiner, but I'll consider Secretary of Defense, if you ask nice."

(0:14:36 - 0:14:52)

"You aren't helping, Stark." Kirishima said.

"Rhodey's right. If the government is so worried about Stark acting as a vigilante, they should just give Stark a place within the chain of command." Izuku said. "That way, Stark will be notified when there is a major threat that he needs to deal with, and the government will be able to keep an eye on him."

"He also might be more willing to share his technology if he has a say in how and when it is used." Jiro said.

"The government doesn't want Stark working for them. They want Iron Man. The suit." Dabi said.

"In the end, they see more value in weaponizing Iron Man than making Stark an official hero." Kurogiri said.

"Not to mention the fact that Stark clearly doesn't work well with others. I doubt he'd actually work with them even if they were willing to compromise." Compress said.

Stern decided to move on and show the images connected to Rhodey's report.

Rhodey expressed his concerns about showing the images, saying that it is somewhat premature to reveal the images to the general public.

Stern ignored Rhodey's opinion and requested that Rhodey narrate the images for them. Rhodey, understanding that he would not get through to the senator, complied.

"Intelligence suggests that the devices seen in these photos are, in fact, attempts at making manned copies of Mr. Stark's suit." Rhodey explained as some satellite images of the devices in question were shown on the TV screen in the front of the room.

Upon seeing these images, Tony decided to pull out his phone to shed some light on the situation.

"This has been corroborated by our allies and local intelligence on the ground, indicating that these suits are quite possibly, at this moment, operational." Rhodey added.

"Not surprising. When a great power emerges, there are always those who try to match it." Tokoyami said.
