Resolution of the Comintern (SH)

of 23 February 2023

The Comintern (SH) decides today to date the foundation day of the Red World Army to 23 February 1918, the 105th anniversary of Lenin and Stalin's Red Army.

So, we will celebrate the future anniversaries of the Red World Army at the same time as the foundation day of Lenin's and Stalin's Red Army.

The Comintern (SH) will publish its new military organ "The Red World Army" in different languages.

The foundation of the World Red Army is long overdue. The birth of the Red World Army was only a matter of time. There has never been any doubt about its necessity in principle since the founding of the Comintern (SH). Look at the rifle in our party symbol. The rifle symbolises nothing but the Red World Army.

We could have founded the Red World Army already on the 100th anniversary (in 2018). Now we have chosen the 105th anniversary for this. Why? For a serious, concrete reason :

and first day after the founding of the Red World Army

The specific reason for choosing today's date is tomorrow's 1st anniversary of the outbreak of the Ukrainian war. We attach importance to establishing this date as a historical fact, namely, that the Red World Army had already been established before the 1st anniversary of the Ukrainian War, even if only by one day.

We know that all honest and sincere communists agree with the stand of us Stalinist-Hoxhaists, namely, to strongly condemn the invasion of Ukraine by the Russian imperialist army and the Russian genocide of the Ukrainian people.

Under Lenin and Stalin's Red Army, such a war of extermination against the Ukrainian people would have been unthinkable. The Ukrainian and Russian people have supported each other in solidarity against all common enemies. Never would a socialist people invade a brother socialist people. Today, it is equally important for the Ukrainian and Russian people to support each other in solidarity against the bourgeoisie in their own country, which has come to power after the restoration of capitalism in Russia and Ukraine. Hatred is sown with the great power chauvinism of the Russian bourgeoisie and with the nationalism of the Ukrainian bourgeoisie. This hatred costs the blood of both peoples. The fascist dictatorship of the bourgeoisie rules in both countries.

The Red World Army answers the imperialist war with the armed force of proletarian internationalism.

Those who want to fight the imperialist war must join the Red World Army and take up the proletarian weapon of class struggle.

The intervention of the Red Army is needed now, the military action of proletarian internationalism, the concrete action of fraternisation of the Ukrainian and Russian soldiers in the class war against the exploiters and oppressors in their own country.

The Red World Army's call of struggle to all armies throughout the world is:

"Turn your guns around, turn them against your capitalist commanders and force them to surrender!"

"Stop the mutual slaughter of peoples in the service of the profit of the world capitalists!"

"War on the imperialist war !

Organise yourselves into a section of the Red World Army in Ukraine, in Russia and in every country of the world !

Prevent the expansion to a Third World War !

Prepare militarily for civil war against the world bourgeoisie, prepare for world socialist revolution !

With the liberation of Ukraine from the yoke of tsarist imperialism by the Bolsheviks, with the victory of the Red Army over the White Guards in the Civil War or with the expulsion of the German imperialists from Ukraine in the Great Patriotic War - the Ukrainian War has nothing in the least to do with all this. Whoever lumps Lenin and Stalin together with Putin and does not separate them from each other, whoever confuses the Red Army with the Putin Army, is an anti-communist - whether openly or concealed !

How should the honest and sincere communists relate to the Ukrainian war today ?

We can fight alongside the Ukrainian people only under three conditions for their liberation in general, and for the end of the war in particular:

1. condition

We stand with the Ukrainian people neither on the side of the eastern nor western camp of world imperialism, because world imperialism is not concerned with liberation but with the subjugation of Ukraine and with the exploitation of the Ukrainian people, whether it is exploitation by eastern or western imperialism. The world proletariat fights world imperialism in its eastern as well as in its western camp. This is the internationalist duty of the world proletariat towards the Ukrainian people. The Ukrainian people, for their part, are fighting against the interests of the Eastern and Western imperialists to annex Ukraine.

2. condition

The war in Ukraine is taking place in a capitalist social system in which the labouring classes are exploited and oppressed by the ruling classes. In the Ukrainian war, the two classes, the bourgeoisie and the working class, are hostile to each other. On the side of the Ukrainian bourgeoisie is the world bourgeoisie. On the side of the Ukrainian people stands the world proletariat. The Ukrainian people cannot free itself from the external enemies if it does not at the same time free itself from its internal class enemies and if it is not supported in this by the world proletariat.

3. condition

In the Ukrainian war, the Ukrainian people, we communists, can adopt neither a pacifist, nor a neutral, and certainly not a capitulant attitude. No liberation without revolutionary weapons !

Red World Front in transforming the imperialist Ukrainian war into the civil war with the aim of the socialist revolution and the re-establishment of the dictatorship of the Ukrainian proletariat.

But how should the Ukrainian working class wage its revolutionary civil war ?

Victory in the civil war is only possible through the re-organisation of Lenin's and Stalin's Red Army - not only in Ukraine and Russia, not only in all former Soviet republics, but in every country in the world, i.e. with the building of the Red World Army. The Red World Army is the military expression of proletarian internationalism. Its detachments are not only the sword to defeat world imperialism, but also the sword to liberate every country from the yoke of capitalist exploitation and oppression, the sword to liberate from world fascism in general and from fascism in every country in particular.

Comrades !

Thus, the decision of the Comintern (SH), the creation of the Red World Army, has now been placed very concretely on the agenda of world history. The decision has not been made at a desk. The decision is not based on utopia, illusion, wishful thinking or castles in the air. Our decision was taken out of a concrete, practical-historical necessity, namely to end the Ukrainian war with revolutionary weapons and thus to thwart its further expansion into the Third World War.

World War III is no longer just a looming threat, but its concrete prevention is on the agenda. In the Second World War, there was Stalin and the Red Army.

What do we have to oppose the Third World War today ?

The time is ripe for the creation of a Red World Army.

If not now, when else ?

We would prefer the rich to voluntarily renounce their wealth and the predatory wars with which they defend and increase their wealth.

But the ruling classes have never in history voluntarily surrendered their power to their slaves.

And the imperialists did not voluntarily renounce their power in their First World War, nor in their Second World War. And they will also slaughter the peoples for profit in their Third World War.

So we have no choice but to disarm the world bourgeoisie and force it to defeat with our proletarian weapons.

Other than in armed class war, other than in armed proletarian world revolution, the world proletariat, the poor peasants, cannot free themselves from exploitation and oppression, from war and fascism.

Demarcation from foundation opportunism

The same arguments against the founding of the Comintern (SH) and all its already existing organisations, are now being used against the founding of the Red World Army.

Only a backseat driver is claiming that our Stalinist-Hoxhaist organisations can simply be conjured up out of thin air. Nobody can. There is still a long, arduous way to go before the day when the Red World Army decisively intervenes in world history. However, it is a question of finally making a start, after having theoretically proved its necessity for more than 20 years.

With the decision to found the Red World Army, we distance ourselves from all opportunist directions and draw a clear ideological line.

We knew long before today's founding of the Red World Army that this event would trigger an outcry in the ranks of the right opportunists. Those who were already sceptical or even hostile towards the Comintern (SH) before, will now evaluate the foundation of the Red World Army as clear and irrefutable "proof" of everything that has been thrown at us already long before: our alleged "sectarianism", our "dogmatism", "Blanquism", "Red terrorism", "megalomania", "foaming at the mouth" - we will spare ourselves the enumeration of further invectives that have been used and will continue to be used against us.

However, we are not interested in making enemies, but above all in making new friends.

The comrades all over the world who have always been and remain united with the Red Army in their hearts,

... all comrades who have always held high the honourable and glorious banner of Lenin's and Stalin's Red Army,

... all comrades all over the world who have missed the re-establishment of the Red Army, have wished for it for a long time and have finally longed for it,

will not only welcome the founding of the Red World Army, not only celebrate it with us enthusiastically, but will support us in its construction;

because the Red World Army is guided by Lenin's and Stalin's Red Army and by Comrade Enver Hoxha's Albanian People's Army and vows to continue its glorious path until the military victory over world imperialism.

Just as Lenin's Red Army was closely linked to the victory of the October Revolution and the establishment of the dictatorship of the proletariat, to the victory of socialism in "one" country and to the victory of the Stalinist world camp, so the Red World Army will be closely linked to the victory of the world socialist revolution and the establishment of the world dictatorship of the proletariat, to the victory of socialism in the Eastern as well as Western camp of world imperialism, and finally to the victory of socialism on a world scale.

We Stalinists-Hoxhaists are for clear fronts in the global class war, both on the ideological-theoretical and on the practical-military battlefield and on every other battlefield of the international class struggle!

Those who have not yet labelled us as "left-wing extremist fanatics" will want to do so at the latest with the foundation of the Red World Army. Thus even the last right opportunist will question his lip service to the Comintern (SH). With the foundation of the Red World Army, we Stalinist-Hoxhaists have thus forfeited our last "sympathy" with the opportunists. If all these people praise the Red Army, then at the most only as a historically completed event of the past, which must not be associated with the continuation of its mission in the present or the future under any circumstances. In history, it was justifiable to take up revolutionary arms, but neither in the present nor in the future. This is the standpoint of all opportunists - the right opportunists quite openly and the "left" opportunists more or less covertly.

As for neo-revisionism on the question of the Red World Army, we characterise it with the formula:

"For the Red World Army in words - against the Red World Army in deeds !"

No matter what all these people think of the founding of the Red World Army, no matter what arguments are used to deny its necessity. It will march unhesitatingly on the day of its foundation and pass unflinchingly by all the barking dogs at the roadside. May the rulers of this world tremble before the Red World Army ! Only those who have their wealth to lose are afraid of the world revolution. But the world proletariat does not fear the revolution, for it has only to lose the fetters with which it is chained to world capitalism. With the World Red Army, the world proletariat has a new world to win - the world of communism. No matter how big, how brutal and deceitful the enemies of the world proletariat may be, in the final battle it is not the exploiters and oppressors who will win, but the exploited and oppressed. The world proletariat with its Red World Army is invincible because the world proletariat is the rising class, while the world bourgeoisie is a declining and dying class.

And the "left" screamers?

To all those petty-bourgeois revolutionaries, anarchists, council communists, Maoists, Trotskyists, Che followers and whatever they may call themselves, who are enthusiastic about revolutionary weaponry, we say bluntly:

A revolutionary army has nothing to do with adventure, romanticism and individual "heroism", and certainly not the Red World Army of the proletariat and the poor peasants.

We will not allow these "heroes" to enter the Red World Army or even harbour them in our country.

The Red World Army does not take orders from anyone and it does not command itself alone, but is commanded, solely by the Communist International (Stalinist-Hoxhaist), just as the Communist International (Stalinist-Hoxhaist) is guided by its Stalinist-Hoxhaist ideas, by the 5 Classics of Marxism-Leninism, by the proletarian world outlook!

Comrades !

We are aware, firstly, that the Red World Army cannot be built under the dictatorship of the proletariat, as was the case with Lenin's and Stalin's Red Army.

Secondly, we are aware that we cannot send International Brigades into the world civil war, as was possible for the Comintern in the Spanish Civil War by means of the support of Lenin's and Stalin's Soviet Union.

Thirdly, we are aware that if today we are censored all over the world just because of our photos showing a rifle, what will the rulers of this world do to us if we not only propagate the proletarian weapons but also use them, namely exclusively against the exploiters and oppressors. Proletarian weapons are there for nothing else than for the revolutionary liberation of the world proletariat and the poor peasants from the yoke of world capitalism.

Against fascism and war, the world proletariat and its Comintern (SH) must build the Red World Army today under illegal conditions - knowing that the world bourgeoisie will do everything in its power to prevent us from building the Red World Army. Just as one cannot prevent the maturing of the world socialist revolution, one cannot prevent the deployment of the Red World Army. Should the Red World Army be broken up again at some point or be transformed into a bourgeois world army, as happened with Lenin's and Stalin's Red Army or with Enver Hoxha's Albanian People's Army, we Stalinist-Hoxhaists have only one answer: the reconstruction of the Red World Army, just as we have decided today to reconstruct Lenin's and Stalin's Red Army.

One may not play with the term "The Red World Army" - it is a very serious, profound term. Creating the Red World Army is a difficult, complicated and lengthy process. But if we see that this process of consciousness has already begun and is going on everywhere in our sections, if we know that without such a global proletarian army a real victory of the world socialist revolution is impossible, then we must raise the foundation of the Red World Army as an indispensable slogan, propagate it and make it the touchstone of the current political and future military tasks.

Comrades ! The victory belongs to the Red World Army !
