Danny was sitting outside at a small table with Natasha, wearing a simple grey jacket, black jeans, converse and a black beanie. The boy has grown a lot in both power experience and a little bit of appearance, his hair more out grown and curlier.

By now, the boy is currently "11" to the world even though to the knowledge of his sister, the avengers, shield, and himself it should have been 17 about now. But due to the experimentation done on him with the stone, it has caused Danny to be stuck in some sort of stasis.

The energy of the mind stone intertwining with the boys DNA, causing slow cellular regeneration leaving him to look and be a child. Though this has occurredโ€”Danny still has the experience and knowledge to act less of a child and more so a teen.

Danny sat there at the small table stuck in thought, zoning out thinking of nothing prompting nat to lightly kick the boys foot. The boy looked at Nat who gave him a stern look for him to focus.

"Alright, what do you see?" Steve asked over comms.

"Standard beat cops. Small station. Quiet street. It's a good target," Wanda reported as she sat at a small cafe and Steve watched from an abandoned apartment.

"There's an ATM on the south corner, which means?"

"Camera," she told him, having caught onto the training quickly.

"Both cross streets are one way."

"So compromised escape routes."

"Means our guy doesn't care about being seen. He isn't afraid to make a mess on the way out You see that Range Rover halfway up the block?"

"Yeah, the red one? It's cute."

"It's also bulletproof," Natasha added from her own table at the outdoor cafe, "which means private security which means more guns which means more headaches for somebody. Probably us."

"You guys know I can move things with my mind, right?" Wanda checked sarcastically.

"Looking over your shoulder needs to become second nature."

"Anybody ever tell you you're a little paranoid?"

"Not to my face," Natasha told Sam who was watching from the rooftops. "Why? Did you hear something?

"Yea sam? Did you hear something" Danny joked through the comms as he giggled, unable to see the eye roll Sam gave him.

"Eyes on target, folks," Steve recentered them. "This is the best lead we've had on Rumlow in six months. I don't want to lose him."

Sam chuckled. "If he sees us coming, that won't be a problem. He kind of hates us."

"Who doesn't?" Danny mumbled.

"Sam, see that garbage truck? Tag it."

"Yeah, that truck's loaded for max weight," Sam reported a few moments later. "And the driver's armed."

"It's a battering ram," Natasha realized.

"Go now." Steve ordered.

"Why?" Wanda asked, getting up.

"He's not hitting the police."

Danny looked up at Nat as she got up. "You go follow your sister and Sam got it? Take out the bad guys and use defend like how we practiced." She said as she left.

Danny did a little nod before quickly getting up and running to his sister and grabbing her hand.

"Just like we practiced ok?" Wanda spoked up as she looked at Danny reassuringly. The boy only nodding in response. She smiled at her brother before fixing her her focus back on the mission, pulling Danny as she broke off into a sprint.

"Body armor, AR-15s, I make seven hostels," Steve reported as he worked to take them out.

"I make five," Sam said as he landed on the roof.

Wanda, while running, let go of Danny's hand as her magic started to surround hers. "Now Danny!" The girl suddenly yelled as she threw her hands towards the ground, the red whisp pushing her into the air. At the same moment Danny grunted before jumping and creating his spherical force field around the two, his sisters momentum lifting the dome and flying the two over the high wall.

As soon as they were about to land the shield dissolved, prompting Wanda to throw her hands at the ground, the energy covering their fall.

Danny looked up as he heard gunshots, his now using her energy as a shield. The boy watched in awe seeing her use her whisp to pick up the shooting guard.

"Sam!" She said as she then used the whisp to bring the guy up in the air, Sam swooping down and kicking the dude making him go unconscious.

"Four!" Sam stated cockily."Rumlow is on the 3rd floor!" Sam stated through the comms.

Danny looked away from the building as he heard Steve approaching the three.

"Wanda just like we practiced!" Steve said as he then walked over to Wanda. "What about the gas?" Wanda asked as she looked at Steve.

"Get it out!" He responded as started to step back. "Cover their backs Danny!" The soilder started to sprint forward, Wanda lifted him up into the building.

"Get behind me," Sam told The boy before folding in his wings around them and shooting off two rockets that landed right where the remaining men were standing. Danny looked behind him as he heard glass shattering. the gas that was once inside float into the sky before disappearing along with the red wisps that once encircled it. "Cool..." the boy mumbled.

"Rumlow has a biological weapon," Steve told them.

"I'm on it," Natasha said.

Rumlow shooting a turret on the back of one of the trucks at Steve who was running through the building before being thrown through a glass window, landing on the outside floor.

"Sam, he's in an AFV heading north," Steve grunted.

Danny watch as small explosions came from the other side of the building. "You two go follow Steve for backup!" Sam stated as he then took off into the air.

"Let's go!" Wanda ordered as she grabbed her brothers hand, taking off into another sprint into the city with her him.

"I've got four," Sam reported. "They're splitting up."

"I got the two on the left," Natasha told him. Steve  pushed through the crowds before finding armor laying on the ground.

"They ditched their gear. It's a shell game now. One of them has the payload."

A bomb attached itself to Steve's shield. He threw it up in the air before it exploded and Rumlow knocked Steve to the ground.

Danny and Wanda had just made it to Steve only to his shield fly up in the air before it exploded? The boy looking around in confusing, his eyes landing on Steve and rumlows combat.

"Dont do anything until Steve's orders! Ok?" Wanda said sternly, looking at Danny before she looked back over at Steve and Rumlow fighting. "Ik ik! Only act when necessary." Danny mumbled with an annoyed sigh. He barely had any action this time.

"He doesn't have it," Sam said through the comms. "I'm empty."

While Steve and Rumlow continued fighting, some of the bystanders watching in fear as others ran aaay screaming.

"Payload secure," Natasha told them. "Thanks Sam."

"Don't thank me?"

"I'm not thanking that thing..." Natasha grimaced as she stared at the drone that helped her.

"Go ahead pet him too!" Sam joked.

Steve and rumlow continued their hand to hand combat. "This is for dropping a building on my face." He ejected a wrist blade, going to stab Steve's eye before Steve dislocated Rumlow's shoulder, hit him in the face, and detached one of his gauntlets. Steve spun and kicked him in the chest, causing him to go flying.

He walked over to him as he pushed himself onto his knees and pulled off his helmet. Steve held onto him by his chest plate.

"I think I look pretty good, all things considered," he said as cap looked at his burned and scarred face.

"Who's your buyer?" Steve demanded.

"You know, he knew you. Your pal, your buddy, your Bucky."

Steve pulled Rumlow closer, getting in his face. "What did you say?"

"He remembered you. I was there."

Danny zoned out their convo as he turned away for a second, only got the sound of an explosion to enter his ears. The boy quickly looked back towards the battle to see rumlows body surrounded by fire and Wanda's red hues.

"Oh my god.." he mumbled as he stared at the scene in fear, too shaken up to do anything until he heard his sister grunting and without second thought the boy threw his hand forward, surrounding rumlow in a force field.

"I-I can't hold this!" Danny cried out as the flames danced against the force field causing the boy to exert his power. Wanda seeing this, couldn't bare seeing the pressure it's putting on her brother and she couldn't contain for much longer either.

Without thinking Wanda took the initiative and threw the man into the air. Rumlow's exploding body making impact with a nearby building. There were screams as the side of the building started to crumble and was engulfed in flames.

Wanda brung her hands down, the red hue around them disappearing, and covering her mouth to hold back her sobs. Danny stared at the scene with wide eyes as he fell to his knees.

"Sam, we need Fire and Rescue on the south side of the building," Steve reported. "We gotta get up there."

Wanda silently stared at the mess she made as her little brother got and hugged her, breaking down once he felt her arms accept his hug.

At The Avengers compound Steve was watching a news report on the Lagos attack.

"11 Wakandans were among those killed during the confrontation between the Avengers and a group of mercenaries in Lagos Nigeria last month the traditionally reclusive Wakandans were on an outreach mission in Lagos when the attack occurred"a news anchor on the TV said.

"Our people's blood is spilled on foreign soil not only because of the actions of criminals but by the indifference of those pledged to stop them victory at the expense of the innocent is no victory at all" King T'Chaka said.

"The Wakanda king went on toโ€”" The news anchor said before Steve who was watching the news turned off his computer but the sound drifted toward him from another room.

"They are operating outside and above the international law because that's the reality if we don't respond to acts like this"The news anchor said.

Wanda was sitting on her bed watching the news on her TV. Danny behind her knocked out cold after having had cried himself to sleep.

"What legal authority does an enhanced individual like Wanda Maximoff have to operate in Nigeria"the news anchor said before Steve turned off the TV and set the remote down.

"It's my fault"Wanda quietly spoke up.

"That's not true"

"Turn the TV back on they're being very specific"Wanda said.

"I should have clocked that bomb vest long before you had to deal with it" Steve said walking over to her.

"Rumlow said Bucky and... All of a sudden I was a 16 year old kid again in Brooklyn and people died it's on me" Steve continued sitting beside Wanda, watching out for the sleeping boys feet.

"It's on both of us" Wanda said looking at Steve.

"This job......we try to save as many people as we can, sometimes that doesn't mean everybody, but if we can't find a way to live with that! next time maybe nobody gets saved" Steve stated.

Vision interrupts Wanda Steve and Brandon by walking through the wall into Wanda's room.

"Vis we talked about this" Wanda said.

"Yes but the door was open so I assumed that" Vision said gesturing at the door and then stopped.

"Captain Rogers wished to know when Mr Stark was arriving" Vision said getting on topic.

"Thank you we'll be right down" Steve said.

"I'll... Use the door oh and apparently he's brought a guest" Vision said.

"We know who it is?" Steve asked.

"The Secretary of State" Vision left.

Steve sighed before looking at Wanda and standing up. "It's like we have a lecture ahead of us." He grinned.

"Seems so....you can go ahead without me. I have to get Danny up." The girl replied solemnly earning herself a sad double look from the man before he left the room.

Wanda shook her head before getting up and shaking her her brother, the boy kicking her hands away as he groaned in response.

"Come on Dan we have a meeting!" The girl voice was firm, her accent becoming thick. Dani'il groaning in response as he sat up and kicked off the bed, hazily walking to Wanda who only smiled at him before picking him up and carrying him out.

The Secretary of State Thaddeus Ross was standing at the head of the table Rhodey, Natasha, Steve, Tony, Sam, Vision and Wanda who was currently holding a sleeping Daniel as they were all gathered at a table.

"Five years ago, I had a heart attack. I dropped right in the middle of my backswing. Turned out, it was the best round of my life because after thirteen hours of surgery and a triple bypass, I found something forty years in the army never taught me. Perspective." Ross stood in front of the Avengers who all sat at the table except for Tony who was off in a chair in the corner. "The world owes the Avengers an unpayable debt," Ross continued. "You have fought for us, protected us, risked your lives, but while a great many people see you as heroes, there are some....who would prefer the word vigilantes."

"And what world would you use, Mr. Secretary?" Natasha asked him.

"How about dangerous? What would you call a group of US-based enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind." He stepped to the side as a map came up on the screen behind him. Yellow dots popped up with locations the Avengers had conducted missions. "New York." Videos of the Chitauri attack played, showing the destruction done by both the aliens and the Avengers. A video of the Hulk came up, showing him jumping from building to building, the walls crumbling as he went. Rhodey glanced at Natasha who just stared at the video.

"Washington DC." This time it was the helicarriers crashing and Sam put his head down.

"Sokovia." Frantic people as the city lifted into the air and buildings collapsed. Wanda holding Danny tighter as she stared at the screen, tears glistening over her eyes.

"Lagos."

"Okay. That's enough," Steve told him as he saw Wanda look away. Ross nodded and his assistant turned it off.

"For the last three years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." His assistant handed him a large book and Ross set it down on the table. "The Sokovia Accords." Wanda picked it up and looked at it before passing it to Rhodey across from her. "Approved by one hundred and seventeen countries. It states that the Avengers shall no longer be a private organization." It went to Natasha next. "Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

"The Avengers were formed to make the world a safer place. I feel we've done that."

"Tell me, Captain, do you know where Thor and Banner are right now?" Steve looked up at him. "If I misplaced a couple of thirty megaton nukes, you can bet there'd be consequences." Walking back to the head of the table. "Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."

"So, there are contingencies," Rhodey said.

"Three days from now, the UN meets in Vienna to ratify the Accords." Steve turned to look at Tony who only looked away. "Talk it over," Ross told them before starting to leave.

"And if we come to a decision you don't like?" Natasha dared to ask.

"Then you retire." The room took turns looking over the Accords and skimming through them before the arguments started.

"Secretary Ross has a Congressional Medal of Honor," Rhodey was saying to Sam as the two stood, "which is one more than you have."

"So let's say we agree to this thing," Sam hypothesized. "How long is it gonna be until they lojack us like a bunch of common criminals?"

Tony was slouched in a chair in a corner, a hand covering his face. Natasha, Vision, and wanda who was still holding her sleeping brother, all sat in chairs quietly and Steve read through the Accords.

"A hundred and seventeen countries want to sign this," Rhodey continued.

"A hundred and seventeen, Sam, and you're just like, 'No, it's cool. We got it.'"

"How long are you gonna play both sides?"

"I have an equation," Vision spoke up.

"Oh," Sam nodded. "Oh, this will clear it up."

"In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown exponentially. And, during the same period, the number of potentially world ending events has risen at a commensurate rate."

"Are you saying it's our fault?"

"I'm saying," he corrected Steve, "there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict... breeds catastrophe. Oversight... Oversight is not an idea that can be dismissed out of hand."

"Boom," Rhodey agreed, looking at Sam.

"Tony," Natasha looked at him, "you're being uncharacteristically non-hyperverbal."

"It's 'cause he's already made up his mind," Steve said, finally looking up from the Accords.

"Boy, you know me so well," he muttered as he got up and walked into the kitchen.

"Actually, I'm nursing an electromagnetic headache. That's what's going on, Cap. It's just pain. It's discomfort." He grabbed a mug. "Who's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?" He put his phone down and tapped it, an image projecting for them to see. "Oh, that's Charles Spencer"

"He's a great kid," Tony continued. "Computer engineering degree, 3.6 GPA, had a floor level gig at an Intel planned for the fall. But first, we wanted to put a few miles on his soul before he parked it behind a desk, see the world. Maybe be of service. Charlie didn't want to go to Vegas or Fort Lauderdale, which is what I would do. He didn't go to Paris or Amsterdam, which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where. Sokovia. He wanted to make a difference, I suppose. I mean, we won't know cause we dropped a building on him while we were kicking ass."

Tony popped some pain pills in his mouth before taking a swig of water. "There's no decision making process here," he told them. "We need to be put in check. Whatever form that takes, I'm game. If we can't accept limitations, if we're boundaryless, we're no better than the bad guys."

"Tony, someone dies on your watch, you don't give up," Steve said.

"Who said we're giving up?"

"We are if we're not taking responsibility for our actions. This document just shifts the blame."

"I'm sorry, Steve," Rhodey spoke up. "That- That is dangerously arrogant. This is the United Nations we're talking about. It's not the World Security Council, it's not SHIELD, it's not Hydra."

"No, but it's run by people with agendas and agendas change."

"That's good," Tony said, walking back over to them. "That's why I'm here. When I realized what my weapons were capable of in the wrong hands, I shut it down and stopped
