(Narrator's P.O.V)

Right before Gang Orca and his men attacked the first-aid station, Mera has a little flashback to a meeting in the boardroom of the Heroes Public Safety Commission about the licensing exam.

[Flashback]

???: "Ball throwing?" 

???: "That's seems too much like a game... Is it really all right?"

???: "The real test will be how they deal with the chaos caused by it. We want to see if they will be able to use their Quirks and make decisions quickly and correctly in a crisis."

???: "And it's the same for the second exam? At this rate, we'll be evaluating not their individual abilities, but their ability to work in a group."

???: "This was a proposal from the National Police Agency-- A revision of the evaluation criteria and requirements for granting licenses. It's effectively an order."

???: "Assuming that all examinees have knowledge of basic emergency procedures and first-aid, we were told to focus on their attitudes toward cooperation."

???: "Cooperation, huh?"

???: "This has become necessary. All Might was at the top in everything--strength and charisma. There was always a large gap between him and the number two hero. It will be hard to find someone else as charismatic as him. Rather than waiting for the next All Might, we should fill that hole with an army of heroes with a strong sense of unity. The proposal this time is like a foothold into that."

[Flashback over]

Mera: "*Thought* The second test of the provisional hero licensing exam... Rescuing people who were in a large-scale terrorist attack and dealing with the villain behind the attack."

Boom!

The wall near the first-aid area exploded as Izuku sees it.

Izuku: "What's that?!"

Smoke clears to reveal Gang Orca and his men.

Gang Orca: "Rescuing and fighting!"

His eye slits opened up to reveal his shark-like pupils as he looked at them.

Gang Orca: "Can you do everything at once?"

Izuku: "Gang Orca...!"

Mera looks at this while thinking.

Mera: "*thought* During the League of Villains search-and-destroy operation in Kamino Ward, Gang Orca fought beside Best Jeanist and Endeavor. He's strong, you know."

Gang Orca raised his hand up to signal to start attacking. His men listened and moved while Mera spoke on the comms.

Mera: "Villains have appeared and started their pursuit! Hero candidates at the scene should continue their rescue efforts while also suppressing the villains."

Iida: "Continue rescue efforts while fighting?!"

Mineta puts his hand on his head in frustation.

Mineta: "Jeez, are they serious?! Are they expecting too much from us?!"

Aizawa and Ms. Joke looked down at the attack.

Aizawa: "This situation would be difficult even for a pro. Just to go this far for the provisional license..."

Izuku looked at the injured people while Gang Orca walked along side his men.

Gang Orca: "Now... What'll you do? Fight, or protect? Help, or run? What will you do now, Heroes?!"

[Meanwhile, at the Mountain Zone]

Tokoyami and the others heard the explosion near the first-aid area.

Ojiro: "Villains?"

Tokoyami: "Yes! Look, right in front of the first-aid station! They're attacking!"

Ojiro and Mina look over the rocks to see the wall that was destroyed.

Ojiro: "Oh, no!"

Mina: "I can't believe they'd sent out villains so close! They're so mean!"

Tsuyu and Shoto look to see the smoke from the blast.

Tsuyu: "There are still a lot of people to rescue here, but we can't just ignore what's going on over there..."

Shoto: "Yeah..."

Mera looked at his laptop to check the student's progress.

Mera: "*Thought* For this second test, everyone starts off with a certain number of points, and then they're graded based on how many they lose. H.U.C. evaluates whether or not they are acting properly in their rescue, and besides that, for example--whether or not you've put yourself in a position to best use your own Quirk--looking at the big picture comprised of the scoring manual and the examinees' data are one hundred employees of the Public Safety Commission scoring each person individually."

He sees the image of a person's score go down to fifty as a beep went off as the point sign says: "Fail".

Mera: "*Thought* Examinees fail when their total score falls below fifty points. Please do your best to make the right decisions."

Gang Orca's men continued to run towards the first-aid area. Izuku grits his teeth as he was about to activate Full Cowl, until a person rushed passed by him.

"Get everyone to safety!"

Izuku sees that it was Shindo who passed by him.

Izuku: "Shindo?!"

Shindo: "Toward the back! Get them as far away from the villains as possible!"

Izuku: "R-Right!"

Shindo puts his hands onto the ground.

Shindo: "I'll keep hammering away at them with tremors at one-second intervals!"

His palms glowed photo-negative as the ground broke, stopping the army of men from getting closer.

Shindo: "I won't let them get close!"

Out of nowhere, Gang Orca appeared in front of Shindo.

Gang Orca: "Not good enough."

He fired a ultrasonic wave at Shindo. Ms. Joke and Aizawa sees this happening.

Ms. Joke*Sweatdrop*: "Gang Orca...! Is he going all out?"

Aizawa: "Hm... I wonder..."

Shindo fell back from the sound of the ultrasonic wave.

Izuku: "Shindo!"

Gang Orca: "Only a single rear guard when there's this much of a difference in ability? Looks like you were underestimating us."

Name: Kugo Sakamata - Hero Name: Gang Orca!

Quirk: Orcinus - He can do things an orca can do even on land. And one of those is an ultrasonic wave that can paralyze his opponents!

Izuku grits his teeth while seeing Gang Orca approach him. Suddenly, he turns to his left to fire an ultrasonic wave at ice that was coming towards him. Izuku looks to see the ice came from Shoto himself.

Izuku: "Todoroki!"

He hears footsteps and turns to see Ojiro and the others coming over.

Ojiro: "Midoriya, are you evacuating? We'll help!"

Mina: "Todoroki's so fast!"

Izuku: "Where were you guys?"

Ojiro: "By the water over there! Everyone headed to the city first, so we went where they didn't have enough people. *he sees Shoto freeze some of men* But after seeing the villains come out in full force over here, we came to help! Yaoyorozu and Asui are still back there continuing the rescue."

After apprehending some of the villains, Shoto launches another ice wall at Gang Orca, who creates an ultrasonic wave to destroy it. 

Gang Orca: "An attack like this is nothing! Useless!"

Shoto: "*Sighs* As expected of the number ten hero."

Suddenly, Shoto began to feel air breeze around him.

Shoto: "Wind..."

He saw Inasa in the air as he was coming down.

Inasa: "Blow away...!"

Inasa shot air down as it not only broke Shoto's ice but also blow some of Gang Orca's men as he himself managed to stand his ground.

Inasa: "A villain attack? You guys have prepared some pretty hot developments!"

Shoto felt his right eye twitched as he and Inasa's eyes met.

Izuku: "Hey! That's the guy who turned down U.A.!"

Ojiro: "This is good. We should keep evacuating now that the strong attackers have gathered!"

Mina: "Right!"

Men from the Public Safety Commission analyzed this.

???: "Prioritizing the first-aid station--the cornerstone of the rescue efforts--"

???: "That was very wise..."

???: "In fact, with their strong all-encompassing Quirks, Yoarashi and Todoroki were the best for the job. Good job!"

Inasa looked down at Shoto as he took a breathe of air.

Inasa: "To arrive at the same time as you..."

Shoto remembered what Inasa said.

"I can't just help by hate the both of you."

Shoto: "*Thought* That's my line. Everything you say is a distraction. *speaks* Why don't you go help with evacuating the first-aid station? That works with your Quirk, right? I'll take care of this."

Inasa didn't move as he gathered air while Shoto lifted his right arm.

Gang Orca: "*Thought* Here they come."

The two fired their attacks as Shoto's flames didn't hit Gang Orca.

Soldier #1: "Huh? What're they aiming at?"

Inasa*ticked off*: "Why'd you use your flames?! The heat makes the wind rise!"

Shoto: "Because my ice was blocked earlier! Didn't you do that on purpose? Your wind blew away my flames!"

Izuku stopped in his tracks to see the two arguing. Gang Orca and his men were all so confused on why the hell the two were even arguing in the first place.

Inasa: "You're the one who did it on purpose to keep me from getting all the glory!"

Shoto: "Huh? Why the hell would you even think I do that?!"

Inasa: "Why wouldn't you? I mean, you're the son of Endeavor!"

Shoto: "*Grits his teeth* What the hell's been wrong with you this whole time?! My old man has got nothing do with it--"

Bang!

A shot of cement was landed on his right arm, making stop talking.

???: "Cement Gun! It'll harden up real fast and make it hard for you to move."

Gang Orca: "This is outrageous! I can't believe you two would start arguing here."

Gang Orca's men continued to fire cement at the two. Shoto made an ice wall to block it while Inasa just moved to dodge.

Inasa: "What do you mean, 'it has got nothing to do with him'?"

Shoto was annoyed while the cement on him was already harden.

Inasa: "It definitely does!"

He remembers back then of a time where he saw Endeavor defeated a villain.

Inasa: "To me, heroes are passionate! With their passionate hearts, they bring hope and inspiration to people! Their passion comes through!"

He also remembered how he tried to get Endeavor's autograph, but the Flame Hero just smacked the pen and paper out of his hands.

"Move it. You're in my way."

Inasa: "That's why it was a shock! Because nothing came through in those eyes except a cold, cold anger!"

He remembers another flashback to the U.A. Entrance Exam.

Inasa: "And then, at the entrance exam. I saw you, and I knew who you were immediately. Because you..."

He saw how Shoto's eyes looked liked his dad's.

"You're in my way."

Inasa: "...had the exact same eyes!"

Shoto: "The same...? Don't be ridculous."

The Cement Guns were kept firing at the ice wall.

Shoto: "I'm not the same as him. *thought* That's enough. Stop listening to him. What it comes down to is that he's an Endeavor hater. Focus on the test. Don't lost your cool. You've already overcome your relationship with the old man. No..."

An image of a small flame was in his head, as it quickly became bigger and turned into Endeavor's mask, flame mustache and beard. The fire on his left arm quickly went down.

Shoto: "*Thought* There's still some hate toward him... This is no good... Focus on the test!"

Gang Orca shook his head.

Gang Orca: "What are you doing with a villain in front of you?"

Mera watched this unfold from his laptop.

Mera: "Man... They've got some issues between each other."

Inasa: "You and your dad are the only heroes I won't accept no matter what! The end!"

Shoto: "*Thought* Focus..."

The two fired their attacks only for it to get repelled.

Inasa: "Again?! You really are... Huh?"

Shoto: "Shoot!"

The two see Shoto's flames heading toward Shindo, who just woke up after being knocked out by Gang Orca.

Shoto: "*Thought* The wind's sending the flames...!"

Woosh!

Right before the flames hit Shindo, Izuku rushed toward him and picked up him before jumping into the air. Their eyes widen.

Izuku: "Damn it... What are you two doing?!"

Bam!

Izuku and Shindo crashed onto the ground, but away from the trouble.

Pro Hero: "Hard to believe they're from the top schools."

Female Hero: "It's too bad, but those two are probably..."

Mera continued to type on his laptop while Shoto back at Inasa with wide eyes.

Shoto: "*Thought* A Quirk using wind... That's right... He was in my way back then... It was him... I'm sure of it... Why didn't I remember him right away? He's so loud and obnoxious... I didn't really see him... It was because... in order to reject that bastard... I couldn't think of anything else..."

He remembered what he told to his father after his match with Izuku in the Sports Festival.

"...I forgot about you."

Shoto: "*thought* Whether that is a good thing or a bad thing... Whether it is correct or not... I just let it go without knowing for sure... Is this where it comes back? My past... and my blood..."

His fire on his left arm was still lit.

Shoto: "*Thought* I can't just bury it and forget about it, huh?"

"First..."

The half-cold half-hot teen's eyes widen as he turned around and stepped back to see Gang Orca try to reach for him.

Gang Orca: "I'll take care of the wind that's in the way!"

Inasa: "Shoot!"

He tried to move away, but one of Gang Orca's men shot cement at him, blast him back and got hit with by Gang Orca's ultrasonic wave, which made him scream.

Soldier #1: "Impact!"

Soldier #2: "It's a teamwork play between us and the boss!"

Soldier #3: "I'll harden up all the examinees nice and solid!"

Once it was done, Inasa was falling to the ground.

Inasa: "*Thought* Oh, no! My control's...!"

Shoto: "Hey! Yoarash-"

 He was cut off as Gang Orca grabbed him by the neck. 

Gang Orca: "You reap what you sow."

The Orcinus fired an ultrasonic wave in front of Shoto, paralyzing him while Inasa crashed to the ground. Wind blew as Gang Orca saw Inasa near them, just by a few feet away. 

Gang Orca: "*Thought* There was some distance between us, so it wasn't as effective, huh?"

His men turned around and rushed toward the first-aid station. 

Soldier #1: "While the boss is at it, let's go mess up the evacuation shelter!"

Soldier #2: "All right!"

Shoto gritted his teeth in pain.

Shoto: "*Thought* Shit..."

Inasa: "*Thought* Damn it..."

Izuku's words ringed in their heads.

"What are you two doing?!"

Both: "*Thought* Seriously!"

Inasa: "*Thought* I've become what I hated."

Shoto: "*Thought* The things I did in the past caused this situation... I..."

Both: "*Thought* I have to fix this!"

Mina looked behind her to see the army of men coming towards them.

Mina: "Oh, shoot! They're going to get through! They're coming this way!"

Izuku carefully put Shindo down as he stepped forward.

Izuku: "*Thought* At this distance, it'll be bad if I don't make a front line!"

Shindo: "Midoriya, get out of my way!"

Shindo got up slowly and placed his left hand onto the pavement, activating his Quirk and breaking the ground apart.

Izuku: "Shindo! I thought you couldn't move because of the orca's ultrasonic waves!"

Shindo: "Well, my extremities are still pretty numb, but sound waves and vibrations... My brains get shaken pretty much every day from the recoil of my own Quirk. So I've built up some tolerance to them... Anyway..."

A tick mark appeared on his face as he looked at Izuku.

Shindo: "I was trying to get a surprise attack in with that to begin with! And then those two first years ruined it!"

Izuku*sweatdrop*: "His personality's..."

Shindo: "*looks back at the army of men* Look. I've stopped them. Put 'em out of action! Spilt up and get the remaining injured to shelter!"

Izuku: "*activates Full Cowl* Right! *Blasts off*"

Gang Orca drops Shoto.

Gang Orca: "Now... Shall I take down that wind-user and go help those guys?"

Shoto drops face-first onto the ground.

Shoto: "*Thought* Competing with each other in vain... We're not compatible at all... And we've got zero teamwork... There's no way we could beat a top hero like this."

Inasa: "*Thought* If you feel the same way I do..."

The left side of Shoto's body burst with fire.

Shoto: "*Thought* From the bottom... scoop it out!"

Inasa: "*Thought* I'm so numb that I can't put any strength in it... But... I have to do this!"

Inasa started to control the air around him, before making it scoop Shoto's fire from the bottom. The combine attack of wind and fire trapped Gang Orca.

Both: "*Thought* With fire... and wind... we'll trap you!"

Gang Orca felt the heat of the attack as he held his hand up. Izuku, who was busy helping Shindo take care of the army, sees this.

Izuku: "*sees the flame-wind attack* Finally! Hey, Shindo! *Shindo looks at him* Look over there!"

Shindo looks right to see the spiral of fire.

Shindo: "*vibrates the ground again* About fucking time those two quit fighting and focused on the big fish!"

Gang Orca stood his ground, even though he was surprised of this.

Gang Orca: "*Thought* Even though he didn't move his body...! *looks at Inasa* His power and accuracy have decreased, but the paralysis didn't have enough effect. He's able to barely control his Quirk. *turns over to Shoto* On the other hand, Todoroki, who can't move at all, is covering for Yoarashi's lack of strength by adding his flames... This won't make their foolishness earlier disappear... *narrows his eyes* but it's not bad. The ground gets packed down after a storm. They realized their mistake, and they're trying to make up for it. I don't dislike that kind of struggling."

His men, who were just getting back on their feet from Shindo's vibrations, saw that their boss was trapped.

Soldier #1: "Hey, behind you!"

Soldier #2: "The boss is trapped by a spiral of flame!"

Soldier #3: "Isn't this bad?"

Soldier #4: "The boss is an orca, so he's super weak to drying out!"

Soldier #5 "Forget the wind! Stop the flames!"

They fired their Cement Guns, but Shoto created a wall of ice to protect himself.

Soldier: "Shit! It's Todoroki! He's using both his left and right...!"

Shoto: "*Thought* Simultaneous activation of left and right... I need to practice more... It slows me down. If I can't move... then it doesn't matter!"

After ceasing fire, the men start thinking of plans.

Soldier #1: "Should we go back and help?"

Soldier #2: "*hears something coming* No, wait!"

Izuku rushes in, arching his left leg back.

Izuku: "Smash...! *Thought* I need to defeat the villains!"

Panicking, the army starts to shoot their guns.

Soldier #1: "Shoot! Shoot!"

Ojiro comes from aboves, grabbing their arm that was holding their gun.

Ojiro: "I'll borrow this!"

He turns the soldier around, making him fire at his comrade, before the two were knocked out. 

Izuku: "*as Ojiro lands beside him* Ojiro!"

Ojiro: "All the injured have been evacuated! Reinforcements will be
