Synopsis:

In Japan's not-too-distant future, crime has become so common that the government has legalised firearms for citizens to use in self-defence. To combat this new wave of wrongdoing, the Recently Armed Police of Tokyo was established in hopes of hunting down criminals with lethal force.

Kyohei Tachibana is a gifted culinary student who dreams of saving up enough money to become a pastry chef in France. When four young mercenaries ask him to be their cook, he's forced into making a tough choice. As Jo, Meg, Sei, and Amy take on the bloodiest jobs in the chaotic city of Tokyo, Kyohei accepts an imminent descent into the world of crime—and he'll do a lot more than just cooking!

Amy

Amy is a Computer/Techno whiz. She was saved and recruited by Sei after Amy's hacking drew attention to the authorities. She often argues with Meg and also loves scarfing down Kyohei's various treats. She has a cult following in the cyberworld. She is often seen carrying what appears to be a pink stuffed animal that actually contains a laptop.

Jo "The Angel from Hell"

Silver hair, red eyes, carries twin Desert Eagles and is known as "The Angel from Hell." She has superhuman abilities from her artificial creation, usually followed by the appearance of a purple glowing tattoo on her left arm and shoulder blade. They resemble wings and are often called "The Wings of the Devil" and will glow when Jo is put under a lot of stress when fighting. Jo also puts Meg over anything else, which she stated when telling Meg that she fights for her only. When she is not fighting, she enjoys watching horror or gore related movies.

Jo would eventually rediscover her past as a genetically engineered war machine in human form. After being forced to surrender with Meg and others held hostage, Jo returns to the secret labs for reprogramming and conditioning at RAPT R&D. Jo's counterpart, Maria, freed her to only prove who was the strongest; Jo managed to remove her will to defeat her and restores her true humanity. Jo realized that she has to destroy RAPT at the source all for all that has happened as well as help Sei. Meg was highly opposed to the idea after seeing her go through a lifetime of combat and feels it's not their problem. Jo knocks Meg out, bids her farewell and leaves her communicator and jacket behind for her to remember by. After fighting their way into RAPT HQ, Jo destroyed RAPT's most powerful bio-tech brain and the whole building collapses. It is unknown whether Jo survived the explosion or not.

Meg

Meg has red hair, carries a small revolver, at times a large armor piercing rifle, and dresses like a cowgirl. Meg is highly prone to be captured and only to be rescued by Jo. She is the very best of friends with Jo and is 100% loyal to her only. It's suggestive throughout the series and manga that her feelings for Jo might be romantic, possibly bisexual since she's into men. She first met Jo in New York City, a year before the beginning of the series. Since then, Meg and Jo teamed up and became bounty hunters until Sei hired them. Meg enjoys eating and loves buffets. Her true hair color is not red, but actually black.

She was once an orphan in New York City, but managed to encounter Jo. At first she was reluctant to keep Jo around because of her destructive capabilities, but after some time they learn to appreciate and trust each other. After they took Sei's offer as employees of Bai-lan, they have been performing supportive roles for Jo's missions. Meg often would be an undercover agent for info and provide cover fire for Jo. After she finds out Jo's origin, she feels Jo no longer should fight, but was left alone on their final mission. Jo knocked her out and left her belongings to her.

Sei

Sei is the busty leader of the group and was the one who hired Jo and Meg to become members of it alongside Kyohei. She wears a long blue jacket, and has her black hair in a bun, but appears older than her stated age. Her grandfather runs Bai Lan and comes from a very powerful Chinese family. Born and raised as a traditional Chinese girl and trained in various ways of her clan/syndicate. After her grandfather stepped down as leader of the clan, their current clan members made a partnership with RAPT to preserve their clan. However such actions not only disgusted Sei, but she was forced to do many things for RAPT in Bai-Lan's name. She eventually rebelled against her own organization under the advice of her own grandfather. She was advised to walk her own path and so she chose to oppose RAPT and towards the end she was shot multiple times by a cyberoid. It is unknown if Sei survived the explosion or not.

Kyouhei Tachibana

A student attending a certified culinary school who is proficient in French, Chinese, Italian and Japanese cooking. Kyohei is often seen wearing his chef uniform and riding a small motor scooter which is destroyed by Jo on two occasions. He is hired by Sei as a cook for the girls because their last cook had left. He continues working for the team to save up to go to France and become a pastry chef.

Akio

An old friend and classmate of Kyohei who always defended him. He is found on the streets by Eiji, a Yakuza member. He takes Akio in and has a doctor convert him into a Cyberoid. He goes on a one man war against the Yakuza. Eiji agrees to a deal with the right-hand man of the Yakuza boss to kill Akio. Eiji fails and ends up being shot several times by an enraged Akio due his betrayal. He tells Kyohei what happened to him and how he became a Cyberoid. After killing off the Yakuza and the Boss, Akio battles Eiji now being converted to a Cyberoid. Akio kills Eiji though he dies in the process leaving Kyohei crying at the loss of his friend.

Leo Jinno

Appearance wise, Leo is your typical middle-aged mechanic. He is Django's mechanic and hates it when Jo plays rough with it as well as Meg annoying him when he's working. He has trouble controlling his urges to act like a child as seen when the team goes to Fortune Island Artificial Beach resort. There, he smashes a go-kart out of the raceway and down the street. Despite being the team's mechanic, he has seen combat on several occasion wielding a pair of sub-machine guns.

Takane Katsu

A loud-mouthed, bike-riding Police Officer from Osaka. Takane is often seen riding a chopper and wears a uniform resembling that of a schoolgirl. She carries a large wooden sword, which she swings around often; as it symbolizes her leadership of an all girl biker gang, who often act as her deputies. She's also efficient at throwing handcuffs and subduing her target. Takane is quick to lose her temper and hates being in debt to anyone. She is also the daughter of the Police Chief of Osaka. After crossing paths with the team, she becomes attached to the team and assists them anyway she can as debt to Jo even if it means disobeying her father.

Jei Kokuren

A representative from Kokuren and Bai-lan's Japanese counterpart. His father and Sei's grandfather arrange for he and Sei to wed so that the white and black lotus can join together once again. However, Sei's grandfather respectfully declines Jei's request to have both the Bai Lan and Kokuren seals displayed together. Angry, he and his men attack Sei to try and obtain the Bai Lan seal by force. Jei obtains the seal and almost escapes, but he is stopped by Jo after shooting down the dragon head of the yacht making it crash onto Jei's boat.

Lava "Lover"

Lava is a bio-weapon along with Maria and Jo. She is one of the final three in the "Genocide Angel" training exercise. She almost kills Jo and Maria using a jet, but is countered by Jo and ultimately defeated by Maria. However, all three survive the ordeal. She is then sent by the Syndicate to retrieve Jo only to be killed by her even after transforming into a monster.

Maria

A girl with a distinct resemblance to Jo who, like Jo, was artificially created. She expresses a desire to hurt Jo, and so attempts to take Meg for her own. She's discovered to be Jo's "sister" and when both fight their energies are capable of entering a pocket of alternate space and reality. After Jo defeated her, she lost the drive to fight and regains her humanity to save Jo and Meg from RAPT forces. She was killed in heavy gunfire from RAPT Cybots.

Sam

A police officer that Meg robbed when she was younger. Based on flashbacks, it is implied that Sam once had a family (a wife and daughter), that are now dead as he carries around his daughter's doll with him. He saves Charlie and Shirley from falling debris at the area Jo was fighting Lava, one of the "Genocide Angel" candidates. Afterward, he adopts all three children while Meg and Jo leave their own way.
