The Siblings in the Games (a Hunger Games fanfic)

It is the time of the reaping for the 64th annual Hunger Games. When Benjamin Heron of District volunteers "to help his little sister" Phoenix, the rest of the Districts and Capital are all in awe and automatically side with this caring, older brother. He always insists that the Games won't change them, and that he'll do what he can to ensure Phoenix wins, even if it means sacrificing himself.
Why will he sacrifice himself so willingly for the fourteen year-old girl? Will the Games actually change them, or can the pair still remain close? With only one victor, will one of them even win the Games? Do either of them even have the tools necessary for survival amongst the other tributes?
