pete adopting Macau

a good surprise befalls on the second family
the last scene of the finale was touching wasn't it. Anyway I thought since in the novel pete adopted Venice and raised him with vegas... why doesn't he also adopt Macau since he was practically raised by vegas as well and they became one happy family.
