Chapter 16: Cheers to New Beginnings?

     It has been almost a year in a half since the day Shogo Makishima's case was confirmed as closed. Many things happened back then. Shusei Kagari's case got brushed under a rug, Shinya Kogami was still out in the wind while Tomomi Masaoka was no longer part of the living world. Nobuchika Ginoza became an Enforcer, and an under-aged female, Mika Shimotsuki, quickly took his place as the new Inspector for Division 1. There were also two more additions of Enforcers into the Division. One was Sho Hinakawa, a guy who couldn't be more harmless or innocent. While the other was Sakuya Togane, someone who carries dangerous air around him. Shinra got to work a few cases after Shogo Makishima's with the new members before she decided it was time to take a well-deserved vacation. It was supposed to last a week in the least, but apparently, life enjoyed ruining her plans.

     It was a Sunny day close to noon; Shinra was sitting down on one of the benched of a pet park she has become familiar with these days. It all began the day Ginoza got placed under the Correction and Medical Center after his Psycho-Pass worsened. She took in his pet dog, Dime, while his situation was getting worked out. With the help of his previous therapist, once he became an Enforcer, he was allowed to keep Dime for therapy reasons. But after getting used to having a living company, it affected her lifestyle. After reaching an agreement with Ginoza, she gets to walk Dime outside every once in a while. After all, she used to take him to the pet park at least twice a week while Dime stayed at her place. But now, she decreased that at least once every two weeks, mainly due to work. She has even taken Ginoza for those walks whenever the two are free of work. Though, some say it has become typical to be seen them hanging together. They used to hang around when they both were Inspectors, but certainly nothing as closely like they do recently.

     Shinra was wearing casual attire; long dark jeans and a pink short-sleeved t-shirt with some dark yet comfortable sneakers. Her hair was tied up in a sided braid with a few loose bangs, just like a hat was over her head to shelter her from the sunlight. In her hands rested Dime's leash while on her neck collar hung a pair of dark sunglasses. The park was spacious, and a few people were around with their dogs of all sizes. Dime at the time was seated beside Shinra while panting with its mouth open. "You already tired?" Shinra asked the dog, who only dropped his ears to allow her hand to pet the top of his head. "It's annoyingly hot today..." She comments while sighing afterward. Though, just as she was considering leaving, she hears her wrist-com begin to ring. Her arm slowly from Dime's head to check on the caller ID, her eyebrows furrowing as she notices it was Karanomori. Not having a lot of people around, she decided to answer the call. "Good afternoon Shion." She casually greeted the female, something she has recently gotten used to, at least whenever she's outside her work shifts.

     Karanomori immediately greets back. "Good afternoon, Shinra." She hesitated for a moment before speaking again. "I'm sorry for interrupting your vacations, and I know you weren't supposed to be disturbed. Can you talk now?" The female asked quietly, sounding a little troubled.

     Shinra was a little stunned but didn't hesitate to ask. "Is alright. It's not like I'm not a workaholic sometimes. I'm available to talk now. What's wrong?" She asks with her arm close to her chest and her wrist-com near her face. She stared down at the caller ID out of habit more than anything.

     Karanomori could be heard from Shinra's side when she took a deep breath and exhaling quietly on the opposite side of the line before speaking again. "You know how you asked me to keep you posted with the "Female Clothes Department Store Assailant's" case? Well, there have been some drastic changes, but I believe we should discuss in person." The female expressed, and there was some tension in her tone.

     Shinra's eyebrows furrowed together in a deeper frown before moving to reach over to Dime, clipping his leash on his collar gently. "Yes, I understand. Thank you for letting me know. I'll be heading there immediately." She expressed while she stood up and gestured for Dime to follow, the dog doing so in a well-behaved manner. Did make a quick stop to allow him to drink from the dog's water fountain, only to pick up Karanomori's voice again.

     "Don't rush yourself. That man isn't going anywhere any time soon." Karanomori expressed but soon after that, the call ended.

     Shinra watches Dime drink his freshwater, still holding on to his leash, dropping his other arm as soon as the call ended. "I guess that's the end of my vacations..." She muttered under her breath, watching Dime look up at her. "Sorry, Dime. I'll make it up to you another day." She ruffled the top of his head, but after that, she walks him back to her car. Something only recently she decided to acquire as not all cabs accepted dogs at their passengers and the dog park was no close walk from her place. After getting the dog safely on the back seats, she jumps into the driver's side and pulls out to get the vehicle on the road.

~ Time Skip: At the MWPSB Headquarters ~

     Before Shinra could go inside the MWPSB building, there was a quick stop to leave Dime at Ginoza's new place. The building next door, where all Enforcers must remain while they are not working. The place was familiar to her since it was Masaoka's old room with a few minor changes like Dime's space. Did enter the room cautiously since she didn't know whether Ginoza left to work or not, but once inside, she noticed the place was empty. She removed Dime's collar and leash once she got him on his dog space. Left the collar and leash where she usually takes it from, afterward, she was out of the room in haste. She usually makes sure to return Dime when Ginoza is back but plans change, and even if she hates entering someone else's room without previous notification, that all she could do now.

     Shinra left that building and headed to the MWPSB, taking off her hat while she made her way to the elevators without uniform since she wasn't carrying her hand mirror today. It took around an hour in a half for her to finally arrive at Karanomori's lab after their call ended. Slowly fixing up her hat over her head the moment the automatic doors opened to allow her entry into Karanomori's lab. "Sorry for the delay..." She apologizes as soon as she walked in, making the blonde female sitting before the usual screens turn around to see her.

     With a sly smirk, Karanomori removes the cigarette from her lips then teasingly whistled at Shinra. "Now that...was not an outfit I was expecting from you, Inspector." The woman commented more casually while Shinra approached the woman's work area.

     Shinra let a quiet sigh escape while fixing the hat over her head slightly. "If I am honest, I was not expecting to be coming here on my vacation week." She states before adding. "I was out walking and forgot my hand mirror, so this is what I had to come in." She shrugs, but then her eyes shift towards the screens where Karanomori was working on something as expected. "Seems I left for vacations right on time, huh?" She spoke, half-joking since she could see the MWPSB were running into some troubles these days.

     Karanomori turns to face the screens before she began to type away and search for the reason she called Shinra over. The cigarette was once again in her mouth, but it wasn't stopping her from speaking slightly slurred. "I'm sure you been kept aware of the bombing that occurred in a public space... It seems there might be more coming up and Division 1 is in charge of the case." She explains but then opens up another differents information.

     "Yeah, I am kept in the loop about that." Shinra replied while her arms folded before her chest. "I feel almost sorry for them..." She mumbled to herself, making Karanomori laugh under her breath. "Forget I mentioned that..." She adds but then moves to lean her hands against the table staring over the new information projected in front of her.

     Karanomori shakes her head a little and removes her cigarette from her lips to press it down on her practically full ashtray. "Your true face is showing." Karanomori jokes a little, but then her expression turns a bit more serious. "His name is Kenjiro Takahashi(1). These are the latest examinations results that got done to him as recently as yesterday. These over here are the ones done this morning, with the constant supervision of his Psycho-Pass levels." The female began to explain just as she moved the information in the order she mentioned them. "He's been kept under surveillance at a Care Center due to the side effects of whatever he took getting out of his system. Yet the process made his Psycho-Pass rise high enough to become a Latent Criminal." She explained while showing some recordings of the male going through some rampages in his room. "He continued behaving incoherently for months while he was breaking his addiction, and his Psycho-Pass was also quite fluctuating throughout the process but not low enough to be discharged. That is, until now..." Karanomori frowns and takes away everything to reveal the most recent footage from the man's therapy. The man was finally behaving like a normal human being, but he appeared overly stressed too.

     Shinra observed the information getting projected before her while her eyebrows furrowed further together. She remained silent while Karanomori explained in greater detail what she couldn't during the call. Her eyes grew wide when noticing the man's behavior change drastically. "It has been almost two years since that guy got placed under lock-down therapy..." She muttered, stumped. "His head was practically fried by the use of whatever he was taking. What suddenly changed that?" She questioned, a little irritated.

     Karanomori let a faint sigh escape while changing her head. "I'm not sure." She admits. "I have been making sure that none of the components we found in his blood work when he got apprehended appeared again. Up until now, I haven't encountered anything out of the usual and regulated medications to treat patients." She admits while the man's monthly blood work now appeared on the holographic screens. "But his Psycho-Pass has dropped pretty low and continues. If it keeps dropping, he might end up getting discharged and released." She adds while turning towards an angry-looking Shinra who glared at the screens, almost skeptical.

     Shinra shakes her head while sighing heavily, slowly moving herself to walk to the couch, where she drops to sit down. "Dammit." She cursed under her breath, removing her hat only to push the bangs away from her face. "Is there any possibility where I can get this guy questioned?" She asked Karanomori, who quickly begun to verify.

     "If you get the authorization from Chief Kasei, I don't see why not. You know I would do this for you, but with the whole bombing case, I don't want to get myself in trouble." Karanomori pressed her hands together before her in an apologizing gesture to Shinra, who faced the blonde with a slightly stern face.

     "I know. There's no need to apologize, Shion." Shinra expressed before a hand rose to her face while the other placed her hat back on her head. With a quiet grunt, Shinra brought herself to her feet to stretch her arms above her head. "I best hurry and give the Chief a visit then. I'll call you as soon as I get the authorization to work on this case. Thanks for letting me know about all this." She mentions and turns to leave the lab.

     Karanomori nods before speaking. "I'm just glad you trust me enough to help you out." She expresses but then calls her out. "Hey, Shinra." When the female stops by the door, the blonde asks. "Are you going to the Chief dressed like that? Not that it looks bad or anything." She reminded the female who was outside of their uniform dress code.

     Shinra chuckles a little before she shakes her head. "I'm not. I learned to leave a clean uniform at the office just in case." She winks, and with a wave, she continues walking out of the lab.

     Karanomori sat there with a quiet chuckle leaving her lips afterward. She turned to face the holographic screens again while pulling the box of cigarettes off her desk. How much they have all changed. It almost makes me feel emotional. She thought to herself while putting a new cigarette into her lips to later lit up.

     The trip to Division 1's office didn't take her long, though she wasn't expecting to find the whole team working in the office today. Once she took a step past the automatic doors, she spots everyone at their workstations, though they raised their attention towards the door with her arrival. "Ah." She immediately reacted but then politely greeted. "Good afternoon, everyone." Shinra greeted them while making her way towards her work desk.

     "Good afternoon, Inspector." Kunizuka and Ginoza were the firsts to speak, politely replying. With a quiet greeting nod, closely followed Hinakawa. "Afternoon, Inspector." The next was Togane to greet at Shinra. "Good afternoon, Fukugawa. I'm a little surprised, were you summoned? I thought you would be out for a couple more days." Tsunemori was the next to speak up while Shimotsuki quietly greeted. Giving Tsunemori a look, probably her question being taken right out of her mouth but still annoying her.

     Shinra pulled her chair out the way before crouching before her work desk. "Uhhh...is a little complicated. I'm technically still out on vacation time." The female spoke while opening the drawer and pulling out a bag, closing the drawer afterward. "Karanomori called me with an issue that I have been keeping tabs on. I'm heading to meet the Chief now to talk about it and hopefully get something out of it." She explained, standing up straight to fix her chair back in place before picking her CID coat off the backrest. "Why? Need a hand with your recent case?" Shinra asked, half-joking, but someone didn't take the hint.

     Shimotsuki's expression grew stern and rigid before immediately reacting to Shinra's last words before Tsunemori could even reply to anything. "Are you suggesting we can't do our job?" Her tone was displeased.

    Tsunemori turned towards Shimotsuki while opening her mouth to say something, but Ginoza was already speaking. "I'm sure she didn't mean it like that, Inspector."

     Shimotsuki, who has been quite firmly and clearly showing her dislike towards Enforcers, didn't hesitate to half glare towards Ginoza as she spoke. "I didn't ask for your opinion, Enforcer."

     "And I didn't predict for the new Inspector to have no sense of humor." Shinra spoke up as soon as she listened to Shimotsuki's hostile and derogatory words. Her tone was stern and slightly adverse. Shinra's expression and words were enough to make Shimotsuki flinch slightly.

     Tsunemori quickly spoke up as if to change the atmosphere. "Fukugawa was only joking around, Inspector Shimotsuki." She points out while getting up from her desk to start walking to where Shinra stood, offering a forced smile at Shimotsuki. "That's what Ginoza was probably trying to explain." She adds but then pats on Shinra's shoulder. "Anyways, I'll be right back. I have something I forgot to discuss with Shinra before her vacation came. I'll be back quickly." Afterward, she gave Shinra a slight nudge for the two to walk and step out of the office.

     "See you guys later." Shinra spoke with half a wave and a sided smile, fixing her bag over her shoulder just as the two finally stepped outside the office and headed towards the bathrooms. They made their way there silently. As soon as the two enter the bathroom, Shinra steps alone into one stall to change clothes.

     "You are very hostile with Shimotsuki these days..." Tsunemori spoke while standing against a wall beside the sink's counter.

     Shinra, who was inside the stall, was changing up her outfit completely. She removed the hat, loosened up her hair, removed her sneakers and clothes. Afterward, she dresses up again in the uniform outfit she took out of the bag. "Well, she's bratty, and that annoys me for once." The female expresses slipping her shoes lastly before putting away her casual outfit inside the empty bag.

     Tsunemori found herself grinning a little to herself before she peeks over towards the door. "Are you sure it wasn't to whom she snapped at what really annoyed you?" Tsunemori asked, her tone holding some humor. She jumped slightly as the bathroom stall door flew open, and Shinra stepped out to give her a skeptical look. All she could do was let out a laugh, holding up her hands innocently. "Alright, alright, I'm sorry. I was only kidding." She spoke up.

     Shinra sighs heavily and walks towards the sink's counter, placing the bag down and zipping it closed. Her hair was all down now, so she picked it all up in front of the mirror to tie it up in a proper work bun. "Ha ha ha, I'm cracking up now." She spoke in a monotonous manner only to end up chuckling faintly at the end with a shake of her head. "Her hatred towards Enforcers is far too obvious, and you know it, Akane. She only likes Kunizuka, and I get a feeling that is for ulterior motives." She expresses before breathing out just as her hands drop to her sides once she finally finishes getting ready.

     Tsunemori let a faint laugh escape before shaking her head and moving to stand beside Shinra. "I'm aware. But it's not like it's the first time you encounter someone like that, right?" She spoke while grinning a little to Shinra, who gave her a side glare instead. "Just try to be a little more understanding. You did once. Why not do it again?" She spoke and gave her friend and colleague a pat on the back. "Let's try and get along." She adds and smiles a bit.

     Shinra closed her eyes before huffing at Tsunemori's words. "I'll try and not be hostile with the brat." She mumbled almost reluctantly, but Tsunemori only laughed it off. "Jeez..." She muttered and moved to pick up the bag from the counter, ready to leave but getting called made her turn to face Tsunemori again. "Hm?" Was the reaction to her name getting called.

     "Mind me asking, what was the issue that made you interrupt your vacation?" Tsunemori finally asked Shinra with a more serious look on her face, somewhat concerned. "It must be delicate if you even need to speak to the Chief about it." She adds.

     Shinra stood there for a moment in silence before slowly moving the strap of her bag on her shoulder. "Remember the sexual assault case I worked with Masaoka. The drugged man at the female clothes department store? He's finally sane after practically one year under lock-down." She explained with a slight shrug. "His Psycho-Pass..." She paused for a moment before frowning. "Is dropping closer to normal levels, and I am yet to question him for his actions back then." She explains.

     Tsunemori's eyes grew wide at the female's words. "How could I forget...? You destroyed that guy's face." She spoke, stunned. "You are going to ask for authorization from the Chief?" She asks.

     Shinra immediately nods. "Yeah...not one of my best moments." She muttered, a bit embarrassed but cleared her throat before saying. "Yes. I'm going to her office to ask for authorization while he is still in custody. The drugs on his system, he
