Chapter 13: Relay of Responsibility.

Side Note: This Chapter will be happening in the same timeline of Psycho-Pass episode 18, some things won't be incorporated here but I do advise you are familiar with that episode and what happened to fully understand when this chapter incorporates into the anime's storyline. Once again I take no credit for the anime Psycho-Pass or pictures I may use, only the story I create and characters is what I own. The rest of the credits go to the rightful owners and creators.

"Under the spreading chestnut tree

     Somebody is singing a Japanese children's song? Who's singing? Why does it sound...familiar? The voice was gentle and childish like yet it sounded as if someone was singing in the distance, and as the song continued the voice kept feeling farther and farther away. Wait, stop...don't go. It's dangerous in this darkness, it will swallow you whole! Shinra thought to herself as she just reached in that darkness to whoever was the owner of this voice. Yet instead of grabbing anything, her eyes opened and her hand was simply gripping to the empty air. Her eyes were staring up to the ceiling of a building, a house by the looks of it, and nothing but absolute silence was surrounding her except for her own slightly hasty breathing.

     Confused she slowly opened up her hand to stare at her empty palm, but then a more familiar pain on her head caused her to remember who she was and her last moments before she was knocked out. "Dammit!" She cusses under her breath as she jumps to sit up hastily on what appears to be a bed, a deep frown over her face and a hand rubbing the back of her head which felt sore. Her eyes desperately taking in her surroundings which were dimly lighted by a bedside lamp. Even so, she could tell that she's completely alone in that familiar-looking bedroom with no windows to be found on any of the walls. A hologram was changing the appearance of this room, but it wasn't hard to figure where this place could be found at.

     There's no time to admire the scenery, I need to get in contact with- Shinra's train of thought was completely interrupted when her eyes fell upon her wrist and noticed her wrist-com was gone. Clenching her teeth and staring around the bed, moving the sheets and covers before looking around the floor and even bothering to check underneath...nothing. Then she moves to tap on her uniform pockets and under her clothes, but this time she was looking for anything she could use as a possible weapon; Nothing, again. Then the light switch of the room flipped on, causing her to stand up straight by the bed and look around in haste until her eyes landed on a figure that caused her whole face to transform into a hate-filled glare.

     At the door stood Shogo Makishima with his usual sly smirk growing over his lips. "Looking for something?" The man asked almost as to get on her nerves, but he didn't just do that by words alone. Slowly lifting in his hands two things. One her wrist-com in the other a small pocket knife he found inside her clothes hidden pocket. "You should be glad I didn't tie you to the bed." He expressed just as he began to twirl her wrist-com in one finger while flipping open the pocket knife with his other hand. "You shouldn't be carrying this sort of weapon with you, Inspector." He smirks with his last sentence, making obvious his sarcasm when he called her professional title.

     Shinra practically growled at him as she took a defensive stand before the bed she was previously laying on. "Big mistake if you think you'll be getting me by surprise again." She expressed sternly causing the other man to slightly chuckle. "What's so damn funny?" She questioned him showing teeth in her annoyance.

     "A third time you mean?" Shogo Makishima expressed almost amused, suddenly throwing the wrist-com towards her, making her dodge out of instinct but then she noticed what it was as it fell over the bed. Another chuckle leaving the white-haired male while he gives another smirk. "Killing you is not in my plans, at least for the time." He expressed closing the pocket knife and slipping it on his pants pocket. Now Shinra noticed, he's wearing actual clothes and not a hospital gown. Is this perhaps...his house? She wondered. "If it ever comes to that, we'll be sure facing each other up close." He mentioned rather casually while Shinra was picking up her wrist-com in her hands.

     The Inspector's eyes noticed that it wasn't broken nor damaged, making her eyes raise over to him in question. "You're aware I could easily keep you here until the authorities arrive?" She expressed with narrowed eyebrows. "Why give me the one thing I could use against you even if it kills me?" She questions him seriously, carefully moving to strap the wrist-com on her wrist.

     Shogo Makishima slightly raises an eyebrow at her. "I thought you were smarter than that." He said and with that, he slowly moves to step back enough to then move outside the room. A hand sliding inside his pocket just as he was moving down the hall. "You're not a prisoner here." He called out slightly while he made his way towards the living room. There were many books on the few shelves that were against the wall. Yet he leaned over to open up a laptop, putting on the password before flipping it towards the hallway with what is on the screen. Walking past the coffee table and sitting on the single couch that faces the hall. He wasn't stupid enough to let his guard down against her, even without any weapons to use. He sat down and half crossed his legs, picking up the book which had fell through the side of the couch.

     Shinra was taking this situation carefully, even if she was struggling to keep a level head. Speaking of that, her head was still hurting and parts of her body were sore. That crash from the aircraft did seem to had affected her slightly but she could still move with ease. If fighting is needed, she'll be sure to do so yet she was left wondering; why the hell is she here? He could have left her inside that aircraft and be over with it. There have to be more to this than she was getting. Her right hand was hovering over her wrist-com ready to make the call but something was stopping her now and that was curiosity. Something she thought she had killed or died over the years but it appears even she carries a bit of it within.

     Being left alone in that room again made her hesitate, but why? Shogo Makishima is a cold heart murderer; a delinquent. Slowly Shinra's hovering hand lowers after clenching into a tight fist. Her eyebrows furrowed together just as she glares at the open door. Just being here was a big problem to her, calling for someone to come would only raise questions she can't answer honestly. With a deep breath, she stares at the ceiling and sighs heavily. With no other option, the least she could do is figuring out why she is here, why was she saved, and what could be Shogo Makishima's next move. Little did she know, thanks to her wrist-com she gave Makishima the coding to call Kogami Shinya just to mess with his favorite toy. Carefully Shinra moves to step towards the door, checking that it was safe before fully stepping out. Her contact-covered eyes staring at everything quite attentively, quietly until she reached where Shogo Makashina was casually reading a book. Only pouring more gas to the fire building up within. Yet before she could say anything with her lips parting, the white-haired man spoke up interrupting her train of thought.

     "Sit. Take a look at that laptop before you." Shogo Makishima expressed while one of his hands releases the book so he could gesture down at the laptop resting over the coffee table. "I'm sure many questions will be answered then." He adds while his eyes fell upon the book in his hands again, going through every word that was placed on those slightly rigid pages.

     Shinra growls. "Don't order me around as if I was a dog." Afterward, her eyes fell upon the laptop as her eyebrows furrowed together more, carefully lowering herself to pick the device in her hands for a closer inspection. "What the hell is this?" The female couldn't help questioning while the glare that had formed shifted from the laptop screen over to Shogo Makishima once again.

     "Did you hit your head during the crash, or perhaps I used too much force? That could have been my mistake...but you been asleep for most of the night." Shogo spoke just as he changed his legs to sit up properly again. "Officially you've been missing for almost five hours, give or take." He paused as he slowly closes the blue cover book on his hands to finally face her once more. "It would seem that there's been a change on your status to the MWPSB. I figure you have Sibyl to thank for that." He slyly smirks.

     "Is this one of your twisted ways of trying to get me to join your messed up game, isn't it? Sorry to tell you but it will take more than this." Shinra expresses as she places the laptop down on the coffee table a bit harshly.

     "If you want to be treated like a human then start behaving accordingly." Shogo points out with seriousness. "Do you see me gaining something by lying now? The game has already begun and this whole country has turned into a living piece of it, the game such as life. I find lies to be unnecessary between us at the time." The man points out while moving his hand to lower the book down to his lap his free hand lightly placing over it to brush the hard texture slightly. "Believe me or not is up to you, but that information there isn't lying." He adds just as his back leans more against the single couch he was sitting; facing the enraged Shinra. "Now that was the last parting gift I got from my murdered companion." He mentions while his fingers tap a little against the book's cover.

     Shinra wanted to say so many things, at least a big part of them were cuss words but she clenched her teeth and practically bit her tongue just to hold herself from speaking them. Her eyes slowly inspected the free couch for a moment before she slowly drops down on it. Reluctantly her eyes not shifting away from Shogo as her hands reached for the laptop and moved it to face her again. While remaining alert and reluctantly, her eyes moved to fall upon what was on that laptop screen. One of her hands slightly lifting to her lips as she began to chew on her thumb's nail. Her eyebrows slowly furrowing and soon she was glaring at the screen just as she allowed her left hand to work on the keyboard and buttons to verify what she was reading now.

     On that laptop screen could be found Shinra's file or at least the one that is open to public knowledge. This was not what had her in such an enraged state, but a single part from that whole file. Right beside her Inspector picture were her name, ID, and the rest. Yet right underneath her picture where her status of Active Inspector should be found, it has been replaced for Person of Interest. Along with it was attached an order for immediate capture with any force necessary that the Sibyl System indicates.

     "To them, you're nothing but another hunting dog. Someone who can be thrown away whenever it's convenient, Shinra." Shogo began while he then tilts his head slightly while saying. "Will you still make the call? Even after learning this new information?" The man questioned her quite seriously while his stern eyes remained on Shinra.

     Shinra slowly laced her fingers together while she kept staring at the screen with a heavy glare, almost seeking the trick on that page. "I am still not going to join your team of killers, oh wait... You don't have anyone left, do you? Slowly all your precious pawns had been falling against Sibyl hunting dogs." She expressed with sarcasm in her tone.

    Normally Shogo doesn't seem to be much responsive to her remarks but this time his eyebrows narrowed slightly. "I never forced anyone to kill, nor did I ever forced to work for me. They on their own accord decided to fight for their rightful freedom against Sibyl on their own." He replies while his eyes lowered for a moment to the laptop. If one death caused his natural stoic personality to react was the only one who shared his way of thinking the most. Yet he was already killed and by no other than Sibyl itself, he both saw this by the man's recording and by Chief Kasei or Toma's revelations.

     Shinra moves to sit up straight as her eyes shift towards Shogo with the same heavy glare. "With you, forcing is not necessary to get people to do what you want. You encourage them towards their twisted tendencies of being better than this society's rules. But as soon as those toys stop squeaking when you chew them; you go throwing them to the System dogs. Isn't that right?" Her fist had clenched right on top of the couch armrest.

    "I think the only time people have value is when they act according to their own will. So when they suddenly stop doing that only to please me, they are no different from those who follow Sibyl blindly." Shogo explained dead serious while he narrowed his eyebrows a little. "So I am guessing you choose to remain a dog? ...Seeking out for fake freedom, one that you shall never archive while following this society's false sense of justice." He expresses sternly. "Did this society did something good for your sister for example?" He touched a rather sensitive nerve with her.

     Shinra immediately stood up, bearing her teeth at him just as she seemed ready to swing the first punch. Yet before she could even do anything she stopped herself. "Don't you ever mention her... You know nothing!" She muttered and lowered her fist, clenching the two at either side of her now.

     "You noticed, didn't you? While I'm being honest with you; someone else is playing fetch with you since the very beginning." Shogo adds while he crossed his legs again, resting his hands at either armrest of his couch. The blue cover book loosely being held on his dominant hand. "You can't even kill me, even though you truly desire it and all because Sibyl told you not to. You'll throw a real chance for real freedom and for what?" He adds casually.

     Shinra took a deep breath and she slowly slams the laptop close on the coffee table beside her. "I'll get rid of you somehow... Just like you got rid of that Touma Kouzaburou, a murderer given a second chance when millions of other people who had done nothing wrong are sentenced to a world of hurt." She expressed then gave him a dead serious look. "So yes, I'll throw this offer away every chance I get if it means that I'll eventually be able to take down people as twisted or worst than you and all while living in this...fake freedom as you call it... I'll become a dog, no, I'll become a full-fledged wolf in sheepskin is I must. Because I know well justice will find its way somehow." She adds with a small growl near the end.

     Shogo was soon letting one heavy sigh escape and moving to place the book over the coffee table. "Do as you wish." He rose his hands slightly as if he were surrendering to her, something that made Shinra chuckle slightly. Confused he furrowed his eyebrows and lowered his hands. "What's so funny?" He asks at her mostly out of curiosity than the rest.

     Shinra faces him with a more composed expression while she just fixes the coat of her uniform and inner shirt. "Ironically you have the Sibyl System you so much hate to thank for this situation now. Not only it has saved your life various times, now is giving you the chance to run away." She slyly smirks. "I'm not planning to go down with your chaos. I shall bring the right justice against you one of these days...as you say when we're face to face." With that, she was moving to pick up the laptop which she places under her arm before turning to start walking towards the door. "Nice talk, brother." She sarcastically spoke with spite near the end, just as she headed towards the front door and after unlocking it she stepped out without a single glance back. With a small squeal, the door closed behind her.

     Shogo Makishima remained sitting there as he watched her leave even with the laptop. Slowly a small smirk taking over his lips. "I am looking forward to seeing what sort of plan that twisted head of yours is cooking up, sister." He muttered to himself.

     As Shinra stepped out of that room she noticed the place was like any other apartment complex, one that was well taken care of too. She could tell it wasn't the expensive type either by how the scanners were old and couldn't really scan her face and send it back to the Sibyl System. All those things will gather are her hue's color and unless the System has been tampering with her Psycho-Pass again; she shouldn't be raising any red flags. A hand slowly lifting to the back of her neck, pinching and squeezing a small spot on her nape. A chip-sized device was resting under her skin, precisely what makes it easier to fake her Psycho-Pass to most. A wolf in sheepskin... She thought to herself as she frowns and with quiet and slow footsteps she began to walk down that empty hallway. Keeping the laptop she took under her arm, while her other hand slowly moves to slip inside her pocket. Passing by the scanner at a corner of that hall but then she kept moving her way to find some elevators. When she spotted them, she approaches and presses the button while remaining alert to her surroundings. Once it arrived she quickly climbs inside and sighs while pressing the close-door button.

~ Reader's Point of View ~

     During Shinra's time unconscious and at Makishima's place, a lot has been going on with the MWPSB. Another version of Chief Kasei has already taken the position while brushing everything related to the crash under the rug. Drones were the ones in charge of the complete cleaning and gathering secretly from the scene. The Chief did speak with Ginoza about how they will once again be in charge of catching Shogo Makishima, again. That wasn't all, but of how Kogami Shinya must be removed from the case and remain in the MWPSB building at all times. When the time to explain how Makishima was able to escape, the woman didn't hesitate to mention that he apparently received help from someone on the inside. With that marking the only Inspector missing as the main suspect. It was mostly to just relay the responsibility and blame someone else who could be a problem to Sibyl if she rebelled. Yet to Ginoza it was something that left him both shocked and in disbelief. The order to capture her with any force necessary was given to Division 1 but just like Kagari's search was given to Division 2, so was the capture of Shinra Fukugawa when spotted.

~ Shinra's Point of View ~

     Once Shinra left that elevator and the apartment building, she figured out where she was located and could keep moving. Without hesitation or much thought; she began to walk from there to her apartment home. A walk that surely would take a while but she decided it was the safest bet. At least after figuring out she's now a person of interest to the Sibyl System. Others might think she is crazy for deciding to go to her home, but working close to Sibyl throughout these years gave her some advantage. Giving her the chance to easily figure out how Sibyl chooses to work things out. Shinra was dumped under 'suspicion' but compared to Shogo
