Chapter 12: This Case is Closed...?

     Took time and the help of more than just Inspectors and the Enforces to subdue all the chaos left behind by the helmet people. Yet with hard work and a full day out in the field, things finally were somewhat back to normal. Didn't take away the fact it ended up like one bloody case. A lot of cleaning was in place in the streets, a lot of repairs along with a lot of people whose lives were either ruined or scarred until the end of time.

     At least the one to blame for all, Shogo Makishima, was arrested and taken into custody. Yet losses were still taken even as the case was closed. Some Enforcers decided to take this chaos to their advantage and escape...Kagari supposedly being one of them. Even so, Shinra couldn't shake off this feeling when she heard about it, again something wasn't right.

     Shinra personally handed in Makishima, taking him to where one of the air transports of MWPSB was stationed. It was planned by the Chief as the place to take Makishima once he was taken in custody. Of course, she didn't hesitate to cuff the male to the bed where she dropped his unconscious body on. Having an easy time carrying him around with the suit. After that, she steps back and with a voice command her suit opens up making it easy for her to step out. Grabbing the helmet last as once out of the suit she could remove it with ease, breathing out as she sets it beside the suit. Due to how the air transport was empty, only security drones were kept on board, the only person that could give the man First Aid was her. Something she would have avoided but giving the man in a good condition came with the whole mission. Switched on each of the room's screens that held the man's information and other numbers that were being scanned from Shogo Makishima's health and Psycho-Pass status. It seemed the only problem was a minor concussion and slight bruising from the fight. Once she got the room settled, making it look like a hospital, except for the work desk that was on the corner by the door, she stepped out of the room for a moment only to return with a First Aid kit. Another heavy sigh leaving her lip once she opened the kit and pulled out some ointment along with bandages.

     As Shinra set aside those two object she stops when she's about to pull out a pair of scissors from the kit. Silver colored with a pointy finish which she slowly grabs by the middle of it. The cold sensation giving her for a moment goosebumps but there was another reason for it. As her eyes fell once again on the unconscious man's body, her grip on the scissors tightened; the pointy end was sticking out below her fist. Shinra has slowly begun stepping to face the bed while still holding onto the scissors as someone that was planning to use them as a weapon. The look in her eyes was filled with cold hatred and anger while she stopped right as she stood beside his bed. There was nothing but silence in that room, making it easier for her to hear his slow breaths. You're a monster. Someone who doesn't deserve a second opportunity to screw society over... The female thought to herself while she rose her fist holding the scissors up higher than her head, glaring at the man's face. Unlike Tsunomori, her hand and emotions weren't hesitating. The killing intent was present in that room, at that moment. Because of you...everything in my life had been hell... "You deserve to die." Were the only words that left that woman's lips as she moved her hand quickly ready to stab the man but before she got anywhere close to him, a familiar ringing from her wrist-com stopped her. Her breathing was faster, heavier while her eyes opened up wide. The female took a deep breath, withdrew her hand from on top of Makishima, and turns around to walk out of the room as the ringing continued. As the door closed behind her once outside the room, she took a few deep breaths first, cleared her throat before she took a look at her wrist-com to see who's calling before answering.

     "Inspector Ginoza?" Shinra spoke questioning, wondering the unusual and sudden call from the other Inspector. Mostly because she's aware he was informed she would be working other business outside Division 1's jurisdiction. In other words, dealing with Shogo Makishima while everyone else tended to his mess.

     Ginoza spoke through the call, his tone more formal than usual, something must have happened. "Fukugawa I'm sorry to interrupt your job."

     "No, it's fine. You couldn't have called at a better time honestly. I needed a breather anyway." Shinra began speaking before she moves along to lean her back against the wall beside the door where she just stepped out from. "Is something wrong, sir? Anything I can help with?" The female quickly asks, while still holding her left free hand up. The caller ID being projected out from her wrist-com before her. There was silence for a few moments, almost as if Ginoza was thinking of what to say now. "Sir?" Shinra speaks again, her eyebrows furrowing in concern. This behavior not like Ginoza whatsoever.

     "The cases involving Shogo Makishima had been removed from the MWPSB jurisdiction. We can no longer investigate his cases or be involved with them. I thought you should hear this." Ginoza replied not long after Shinra called out to the male the second time. His tone sounded like someone who wasn't too pleased with that decision.

     That was no surprise to Shinra whatsoever but a sigh couldn't be helped from the female before she spoke again. "It's no surprise... He's not one of our regular perpetrators. Makishima can't be judged like any other person would, so our job is left...how to put this right..." She pauses for a moment. "Obsolete?" She shakes her head some and straightens herself to look at the image projected even if it was only of the voice waves of the other person all that she'll see beside's the Inspector's picture and basic information. "We can't work what we don't have the knowledge or tools to work with after all." The female adds lastly.

     "We could have at least been able to question him!" Ginoza rose his tone of voice, making it even more obvious he was bothered with this decision of the Chief. Yet when he noticed this he clears his throat, probably embarrassed of his actions. "I'm-" He was interrupted.

     "Don't apologize. Just as I understand the Chief's decision, I understand you and probably the whole Division's frustration about it." Shinra pauses for a second. "He's not only suspect on this recent case but on a few others that we worked on. So yes, Division one should at least been given the chance to interrogate him about all of those." She shakes her head. "Yet...how can we interrogate someone that can lie to our face and yet not show any changes on his Psycho-Pass? That's probably why is best we don't deal with that man." She spoke quietly, trying to help the other Inspector find some peace of mind. "But even so...it's kind of unfair too, I know." She looks down at her hand which still was holding onto the scissors, her grip losing up slowly on them but not enough to drop them.

     Once again there was silence for a short while but it wasn't one to be considered awkward or uncomfortable. It was probably the silence found when two people are trying to sink in what had been said or think what else to say on the matter.

     "There's something else I was meaning to ask you, Fukugawa." The silence was eventually broken and once again there was the usual formal tone of Ginoza. Any weakness that he might have shown before, gone. If any emotion were lingering, they were not the same anymore. "Have you seen or heard anything from Kagari?" The question was out, and his tone held some anger but it was different than the one he showed first with Makishima's case.

     This caused a more drastic frown to form on Shinra's face. "Kagari?" She repeats confused by his question. "No, I haven't heard or seen him since the meeting. Why do you ask me?" Shinra questions him, but as she does she felt something bubbling within her. That same feeling from before at the tower.

     Ginoza let out a heavy sigh, almost as if was letting out a small trace of hope he was carrying when asking before. "He's missing." He answers. "There are no traces of him anywhere and is starting to look as if he took the chaos of the helmet situation to escape." The male adds.

     At that moment Shinra's eyes widen and she felt her heart drop, reminiscing of yesterday's event. Slowly raising her left fist to her lips as she was left speechless for a few seconds. "He wouldn't do that... No." The female spoke after a short while of silence, but she still couldn't even come up with a complete sentence. Actual worry had hit her, as she knew full well that his last position before he disappeared was at the Tower's basement. The Chief personally told her, which means only one thing. Shinra rose her hand to cover her face feeling a heavyweight settle on her chest.

     "Division 1 had been given the task to investigate this. Yet none of it is making much sense." Ginoza admits almost quietly. "There's no trace of him anywhere; escape is the only option left." He adds.

     Not the only option... Shinra thought to herself as she almost felt sick, brushing her hand off her face. "I'll see if I can finish here soon so I may go help out on that." She spoke, managing to keep her tone from faltering.

     "No, it's fine we got this. I didn't call to ask for help, but to keep you on track for when you do return. Finish your assignments then worry about the rest." Ginoza speaks almost ordering.

     Shinra took a deep breath before replying. "Yes sir, but please don't hesitate to call if my help is needed. If I hear from him, you'll be the first to know..." With that, the call was ended and with it, the projected caller ID from her wrist-com disappeared. Another heavy sigh left her after a moment but as she pushes herself off the wall to step back inside the room. Still holding on the scissors by the round separate grips loosely, she approached the bed and lowered them by the bandages. Her eyes fell on Makishima once again, angry but no longer holding killing intent like before. "Justice saved you again..." She whispered but to herself, then moves to take the ointment and start on treating his head bruises carefully while he remained unconscious the whole time. By the time she finished, she cuts on with the scissors the bandages wrapped around his head and then store away everything in the First Aid kit. Picking it up so she could then exit the room.

     She puts away the First Aid kit where she got it from fast so she could put on the suit once more. She couldn't leave it in there, that room wasn't that spacious, and for other reasons. The only thing she didn't put on was the helmet, that she carried by hand since she was only going to store it away in another room from that air transport.

~ Time Skip ~

     Shinra had put away the SS-Enforcer's suit and was standing guard outside Makishima's room. That is until Chief Kasei arrived, or at least the one taking the role at the time. Took a step aside to allow the elderly-looking woman to step inside, while her expression remained serious and distant.

     As soon as the Chief steps inside she notices the cuffs. "Bring a change of clothes, but first uncuff him immediately." That was all the woman said before walking to a couch that was before the desk, taking a seat, and lifting a book that she appeared to had brought along.

     Shinra clenches her teeth but doesn't speak anything in reply, all she does is step inside the room once again and approach the unconscious male. Pulling out the keys from her uniform which she did change into when putting the suit away, uncuffing him from the bed before taking the cuffs along with her as she turns and exits the room again. Took her only a moment before she does returns with the change of hospital clothing and sets it at the end of the bed. The female raising her eyes to meet the Chief's figure almost with a bored expression.

     "Well? Change him." The woman didn't even bother to lift her eyes from the book that she started reading since she arrived and settled in that room.

     Her words did cause a glare to form on that woman's face. "My job here is finished. I brought him just like you wanted and treated his wounds." The female finally spoke, her tone edging towards anger at the time.

     "Your work isn't finished until he wakes up and shows no signs of brain damage. After all, he was meant to be brought unharmed. Was he not?" The woman spoke, lifting her eyes only once.

     Shinra clenches her teeth, holding back the urge to scoff at the Chief's words. All that she could reluctantly do was face Makishima and work on getting the male undressed and re-dressed in hospital clothes. She didn't bother being too gentle though, you can force her to do something but not good if she doesn't want to. Took her a couple of minutes to finish getting the man fully dressed and laying on his back on the bed once again. "I'm done. Can I be excused now?" She questions, her voice on the angry side by now.

     "You may wait outside." The Chief spoke while her eyes once again lowered to the book in her hands.

     Shinra with an acted bow of her head she gathered Makishima's old clothes before she didn't waste any time in stepping out of that room. Only halting halfway when she heard the Chief mention something else.

    "Let's get moving as well." The elderly-looking woman adds.

    "Understood." That was all the dyed-haired girl spoke before she steps out of that room and the door closes behind her. After that, the female clicked her tongue in annoyance, no, in anger. Moving through the halls of that air transportation from the MWPSB, heading towards the pilot room which was controlled by drones. All she had to do was press the autopilot after the coordinates and with that, the drones did the work. Yet she remained there observing the aircraft rise steadily into the air. With folded arms, she frowns and stared out the window, viewing the city they were soon leaving below them. Except for those buildings which were the tallest as the air transport flew between them, heading to the next destination. Where the plan was to make Shogo Makishima disappear, yet not truly die.

     While she was supervising the aircraft flight for a brief moment someone quite familiar to her was gaining his consciousness, opening slowly his green eyes before carefully sitting up on the bed. Holding a not too surprised expression on his face. By the side of the bed on some dark couches still sat the Chief, reading a book which called his attention along with her words.

     "Been a while, Shogo." The one appearing as Chief Kasei spoke in her usual composed tone, her eyes not lifting from the red cover book. "You haven't changed a bit; that's good." She added while turning to face him.

     Shogo Makishima with a slightly confused expression turns to face the older-looking woman before speaking in a questioning tone. "You are the MWPSB chief, Ms. Kasei...was it?" The male expressed in a quiet tone. Before he seems to slyly smirk as he rolls his legs off the side of the bed to sit up. "I don't think we know each other." He adds more in a casual tone.

     With a smile, the female closed her eyes briefly while also closing the book in her hands as she spoke. "My appearance has changed quite a bit in the past three years, so..." Slowly she stands up from the couch, stepping forward and past the bed. "First, let me offer you an apology. About that book, I borrowed from you a while back..." The woman spoke while she approaches the male holding the red cover book in her hands. "I lost it due to the troubles I had to go through." With that, she slowly hands over the book to him.

     Makishima slowly took the book with his right hand giving Chief Kasei a questioning expression before his eyes fell onto the book. "Hm?" Then his eyes widen as soon as he reads the title, now recognizing the book. Getting a brief flashback of the man he borrowed the book, years back.

     "It was quite difficult to find another copy of that book." Chief Kasei admitted with a soft expression on her face, almost a faint smile over her lips.

     Makishima stared down at the book with a normal expression. "I'm surprised." He turns to face Chief Kasei as he asks. "Are you Touma Kouzaburou?" He sounded a little stunned, skeptical.

     Chief Kasei holding the same softened expression, closes her eyes with the same slight smile over her lips. "This brings back many memories." She opens her eyes to look over at him. "It's been three years, huh?" The female now wearing a sly smirk over her face, had now moved closer to the desk by the door in which she leaned against.

     Makishima staring at her spoke once more. "When I heard that you fell in the hands of the MWPSB, I felt that it was unfortunate." He looks down at the book in his hands for a brief moment before looking back at her. "But that face... plastic surgery..." He began a little doubtful of his own words before he rephrased himself. "No, that's not it. Considering that body structure, you are a different person." He spoke while he carefully scanned the other woman's body.

     "Your friend Senguji Toyohisa achieved whole body cyberization too, right? But artificial body technology this flawless hasn't been made open to the public." Chief Kasei rose her hand, moving her fingers under her rectangle glasses to somewhat open up her eye a little more. A gesture that seemed both painful or like she could pull her eyeball out no problem; of course she did not. "Nothing of the Touma Kouzaburou you know is left except his brain." She explained while slowly removing her fingers from her eye again.

     "What's going on? The culprit of those grotesque serial killings that seriously upset society is now the head of the MWPSB? Is not even funny." Makishima didn't fear to speak his mind as he always does, while his eyes followed the chief's figure slowly move around and behind the desk to reach the chair that was already there.

     Chief Kasei slowly approached the chair behind the desk. "In a precise sense, that's not the case. I'm not the only Joshu Kasei... and I'm not always Joshu Kasei, either. Our brains are unitized so that they can be swapped easily." The woman sat down, leaning against the chair easily. With a faint click, something connecting to the back of her neck from that chair. "We always take turns using this body. Well... it also serves a bit of a break from our everyday work." She expressed while her eyes for a moment glowed blue, alike to someone who holds and links with a Dominator.

     Makishima with a slightly curious tone he questions. "We, you said?" By now he had set the book beside him on the bed to rest. His hands loosely clenched over his lap.

     "Yeah, I am only a representative. I was only entrusted with talking to you here since we are old friends. We've never shown ourselves to people but when it comes to our name, we are famous in a manner of speaking. You should know it too. People call us... the Sibyl System!" The woman expressed with a rather determinant and proud face. Though, even before she finished the conversation, Makishima was already frowning a little. At some point even standing as he decides to take a seat at a green couch that was across from him.
