1995

The first thing Officer Perkins noticed when he walked into the rundown apartment 1B, was a toddler boy, clinging to the emaciated corpse of, what could only have been, his mother. 

The boy was covered in blood and dirt, and to Perkins surprise, wasn't crying.

"Davis... We have a situation here." Perkins called through the radio to his partner, "Get crime scene in here, and call child services."

His partner had gone to speak to the other residents of the building.  Someone in the building had called in a bad smell coming from 1B, another person had reported hearing shouting emanating from the apartment 3 days prior.

The scene was gruesome. Perkins unclipped his holster and took out his gun. Keeping one eye on the toddler, he slowly walked through the apartment, searching for any sign of an intruder. After he made sure the apartment was empty and the surrounding area was safe, he holstered his gun and went back to the toddler. The boy was covered in his own waste, and dried tears stained his face. Perkins picked the boy up, and cradled him. He carried the boy out as the crime scene guys started arriving. The boy fell asleep in his arms.
